- Justification for Other Than Full and Open Competition 1.Identification of the agency and the contracting activity: Department of Veterans Affairs Veterans Health Administration (V HA) Employee Education Services (EES) St Louis, MO 63125 2.Nature and/or description of the action being approved. This justification and approval sets forth the facts and request approval for the issuance of an award for the services and assessment tool from DB Associates of WI, LLC; 5702 Glenway Street: McFarland, WI 53558. 3.A description of the supplies or services required to meet the agency's needs (including the estimated value). The Veteran's Health Administration (VHA) Workforce Succession Strategic Plan FY 2008 - 2012, states the Pharmacy Benefits Management -(PBM) Services must recruit and retain pharmacists in an increasingly competitive climate. Strategies to meet this goal include workforce development and leadership training that will occur during the National Pharmacy Conference, Denver, CO, April 4 - 9, 2011. The training provided is a continuation and enrichment of previous workforce development and leadership training that has previously occurred and has been created by DR and accepted by the VA in previous training sessions in VHA. VHA's PBM implementation plan for both clinical and administrative pharmacists is to engage in a comprehensive leadership and workforce development tract by incorporating a leadership and workforce development tract during the National Pharmacy conference. In addition to two general sessions and six workshops presentation, the tract will incorporate an analysis of the results an assessment tool that participants will have completed before the conference begins. These results will provide the tools to enhance individual productivity and team cohesion. PBM has begun leadership training and workforce development training using DB Associates of WI, LLC. DB Associates of WI, LLC is the only training organization that uses the Hermann Brain Dominance Inventory ® (HBD1) tool; the three trainers include the developer of the tool and are knowledge experts using the results of the tool to meet the workforce development and leadership initiatives. 4.An identification of the statutory authority permitting other than full and open competition. The statutory authority of this justification is U.S.C. 2304(cX1) and FAR 6.302-5(a)(2) Authorized or required by statute (The Government Employees Training Act (GETA) 5.Description of Market Research: Based on extensive general Internet searches and GSA Advantage searches, no similar training was found that could meet the needs of the government. This is a unique training that was developed by the contractor and as such they are the only vendor that can provide this specific training. Market research revealed that DB Associates of Wisconsin, a large business concern which does not have this requirement on FSS. 6.Interested Sources: n/a 7.Other Facts: n/a 8.Technical Certification: n/a 9.Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract will be fair and reasonable.
