Description
This is a SMALL BUSINESS SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), veteran-owned small businesses, services-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, and women-owned small businesses) having the capability to recruit research volunteers for the Intramural Research Program (IRP) of the National Institute on Drug Abuse (NIDA). The IRP NIDA is located on the campus of Johns Hopkins Bayview Medical Center (JHBMC) in Baltimore, Maryland. Using volunteer human participants, the IRP clinical program conducts multidisciplinary research involving residential and nonresidential clinical studies. In general, these studies evaluate the nature of drug abuse and addiction by assessing the abuse potential of drugs, investigating their underlying mechanisms, and assessing treatment modalities for substance use disorders. The majority of IRP research participants are adults between the ages of 18 and 65, however, some also will be adolescents. Additional safeguards will be required when minors are recruited. The contractor should have the ability to identify adolescents, healthy individuals and those using licit and illicit drugs as well as those at high risk for future drug use. Drug using participants will also include clients of drug abuse treatment programs, individuals seeking treatment for drug abuse, or persons with a documented history of drug addiction or use. In addition, research participants will include non-drug users, obese or normal weight individuals, and other non-drug using populations. The NIDA IRP maintains an electronic medical record system known as the Clinical Data Warehouse (CDW) or the Human-Research Information System (HuRIS). The Contractor will be granted access to this system, and will be expected to enter and compile participant documentation on HuRIS as required. The requirements of this contract are to provide the IRP with: 1. Marketing, advertisement, and liaison services with various communities to recruit participants who are licit and illicit drug users, those seeking drug treatment, or non-drug users for non-residential and residential studies; 2. Telephone and in-person screening for eligibility into research protocols to include, but not limited to medical, psychological, cognitive, drug dependence, and drug use history; 3. Greeting, scheduling, and remuneration for study participants; 4. Maintenance of various clinical and administrative databases for participant recruitment; 5. Generation of reports as needed for government usage; 6. Re-contact, follow up and aftercare of screening issues for participants when appropriate. The contractor shall conduct approximately 600-800 phone screens and 125-150 in-person appointments per month. The contractor shall be available approximately 40-45 hours per week, and able to do evening or weekend recruiting (e.g. community outreach) as needed. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed that demonstrates the ability to provide multi-media advertising campaigns for use in the recruitment of research participants and a history of establishing and working relationships with various and diversified media sources; (2) Personnel: Name, professional qualifications and specific experience of technical personnel who may be assigned as principal investigator and/or project director. The Contractor shall also be skilled in telephone and in-person screening of individuals to determine their acceptability as participants in clinical protocols. In-person screening shall be performed in coordination with the NIDA medical screening staff. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted should be provided. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate the interrelated tasks in an effective and timely manner. Documentation may include, but not limited to, contracts both Government and commercial that the organization has performed, references, i.e., names, titles, telephone numbers and any other information which would serve to document the organizations capability, e.g., awards, commendations, etc. AT THIS TIME, THE NIDA SS/SA IS ONLY REQUESTING CAPABILITY STATEMENTS FROM SMALL BUSINESSES. This is not a request for proposals. The Government neither intends to award a contract based on responses under this announcement nor otherwise pay for the preparation of any information submitted for the Government’s use. Interested organizations submitting a capability statement in response to this sources sought announcement must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) DUNS number, 5) business size and type of small business (e.g., 8(a), HUBZone, etc.) pursuant to the applicable NAICS code and 6) capability information in response to the requirement.. Respondents are requested to provide the capability statements in pdf format and email the statements to larochek@mail.nih.gov by December 30, 2010. Statements should not exceed 50 pages. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s.)
