Description
The U. S. Army Corps of Engineers Vicksburg District, intends to award a sole source contract under the authority of 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1).- FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The award will be made to Beacon Resources, 10261 Burgreen RD. LOT #10, Madison AL 35756. This action will result in a Firm-Fixed Price contract. The NAICS code for this requirement is 541511 with a size standard of $25 million. Specialized Knowledge: Must be familiar with Revetment construction, reinforcement, maintenance, and stone paving design standards. Must have an understanding of the Mat Sinking Unit operations as it applies to the designs in both the Vicksburg and Memphis Districts. Must have an understanding of design based off of LWRP depths rather than traditional NGVD elevations. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Interested parties may express their interest and provide a capabilities statement NLT Tuesday, 5 April 2011, 12:00 PM CST. A determination not to compete this proposed requirement upon receipt of capabilities statements to this notice is solely within the discretion of the Government. This is classified as Custom Computer Programming Services with services to provide the following: 1.The new program shall be based upon Microstation V8i and shall be implemented using Microsoft Visual Studio Visual Basic. 2.Reinforcement & Maintenance jobs shall be designed by first defining the out shore articulated concrete mattress (ACM) limit and then the inshore limit at approximately the +5 low water reference plane (LWRP ) limit. 3.Construction jobs shall be designed from the inshore limit by first defining the inshore top bank grading limit, stone bank paving limits, and then the out shore ACM limit. 4.Out shore limits shall be determined by the location of the 20' retrogressive failure limits. 5.Flexibility will be provided to support separate starting and ending points for the revetment, grading, and paving. 6.Allow for Construction, Reinforcement, and Maintenance designs to overlap at each site. 7.Allow multiple Revetment jobs to be design simultaneously, including sites that require grading and sites that do not require grading. 8.Shall be able to distinguish between new construction, reinforcement and maintenance construction, and paving only construction. 9.Generate accurate quantity reports for end area grading volumes, stone paving, crushed stone, and revetment square counts based upon post-graded terrain. 10.Generate final cross sections of the specified range profiles. This shall include graded bank profile, grading template, LWRP, and automatically populated border sheets, title block information, and graphic annotation to current CADD standards. 11.Grading template shall consist of three hinge points: top bank breakout, LWRP -15 slope change, and existing bank line breakout. 12.Significant points/limits along profiles shall be labeled (i.e. Top Bank Breakout, Grading Limit, Stone Paving, Inshore and out shore ACM limit) 13.Cross sections shall be cut from the baseline riverward, with the baseline being zero distance riverward. 14.Cross sections shall never have negative distance from the baseline. 15.Revetment redesign shall allow for rotating, lengthening, shortening, and overlapping the ACM as required.
