- The Uniformed Services University of the Health Sciences (USUHS), Bethesda, Maryland, intends to negotiate a on a sole source basis, under the authority of FAR Part 13.106-1 (b), with Invitrogen in Carlsbad, CA, for the following data and services: Multiplex identification of human autoantibodies in human patient samples This service will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). Scope of work: Analysis of autoantibody profiles against more than 9,000 human proteins carried out for 20 patient samples consisting of pre-treatment and post-treatment conditions for ten individuals. Additionally, the service includes the analysis of one positive and one negative control sample. Service includes the bioinformatic analysis of the raw data and paired comparisons such that within subject comparisons of the pretreatment and post-treatment conditions are made for each of the ten patients. The complete analysis requires less than 100 uL serum per sample. The entire project should be completed in less than 30 days time following delivery of the samples and initiation of the work. Specific deliverables for this project are: 1. comprehensive report of data of positive antigen-antibody interactions for 20 patient samples (10 pre-treatment and 10 post-treatment from 10 individuals) 2. report on the pairwise analyses of the pre-treatment and post-treatment conditions for each of the ten individuals 3. all image files and other raw data generated by the work 4. telephone consultation on the interpretation of the data and reports. The sole source determination is based on very specific services that Invitrogen provides; there were no other sources for these services available. Invitrogen is the only company that offers a microarray-based service for the multiplexed analysis of over 9,000 human antigen-autoantibody interactions as specified here. Critical to this study are: (1) small amount of sample required (>100 uL), (2) simultaneous evaluation of over 9,000 potential autoantigens and (3) expertise of Invitrogen personnel in the use of the ProtoArray platform and the analysis of the data that results. Therefore Invitrogen is the one source reasonably available to meet the needs of the government. This is not a request for quote. However, all interested parties may contact the Contract Specialist listed below. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide all the services as outlined above. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
