Description
The National Nuclear Security Administration (NNSA) intends to award a sole-source contract to General Electric - Reuter Stokes Corp. for the procurement of specialized Helium 3 (He3) filled tubes and related He3 storage. In accordance with the Acquisition for Commercial Items procedures authorized in FAR Part 13.5, NNSA intends to award a four-year Indefinite Delivery Indefinite Quantity contract for specialized He3 tubes and related storage. NNSA requires specialized He3 tubes for use in current and future Radiation Portal Monitors. The NNSA has determined that General Electric is the only source capable of providing specialized He3 tubes and related storage. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN IVITATION TO BID, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERMENET TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COST INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. Firms who wish to challenge the sole-source determination of this acquisition must submit a letter of interest that demonstrates the firm's ability to provide the services described above. Interested firms must also provide a Statement of Capabilities and related rationale as to why they should be considered. All Statements must include the company name, mailing address, and company size. The Statement of Capability shall be limited to 3 pages. All interested firms must submit their letter and Statement of Capability response to DE-AC52-11NA30314 by 5:00PM MDT, April 11, 2011 to: Maggie Howe, Contracting Officer, OBS/HAD/HSD, P.O. A determination by the Government not to compete this proposed commercial item contract based upon responses to this notice is solely within the discretion of the Government. This is an intent to award notice; therefore proposals shall not be submitted directly in response to this notice.
