Description
This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation has a requirement for commercial services for stockpiling riprap, 1" to 4" material, and gravel at designated government quarries; screening and processing rock into riprap, 1" ~ 4" material and gravel road base; transporting the material to designated locations, creating new stockpile sites, and stockpiling materials at Bureau of Reclamation stockpile sites along the Colorado River. The work may also include blasting at quarries and loading, hauling, weighing and placing the various quarried and processed materials or pit run materials at the designated locations along the Colorado River. The quarries and potential stockpile locations are located in an area along approximately 275 miles of the Colorado River, from Davis Dam (River Mile 275) to the Southerly International Boundary (River Mile 0). There are also stockpile locations located along the Gila River from its confluence with the Colorado River (Colorado River Mile 34.2) to Highway 95. The quarries and stockpile sites are located in Riverside, San Bernardino and Imperial Counties in California; Clarke County, Nevada; and in La Paz, Mohave and Yuma Counties in Arizona. Principle features of the work that may be performed includes: (a) mobilization, (b) drilling and blasting, (c) processing the various quarried materials, (d) weigh processed material, (e) transport material, (f) clearing and leveling of existing and new stockpile sites, (g) stockpiling material in segregated piles, (h) depositing material at slope stabilization sites, (i) place and compact road base material and (j) maintain all roads used. The proposed contract will be a firm-fixed price IDIQ contract with three year performance period. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 212319 - Other Crushed and Broken Stone Mining and Quarrying, size standard is 500 employees. Capability statements are to be submitted not later than April 11, 2011. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: (1) Business name, address, business size and type, ( 8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number; (2) Demonstration of the firm's experience by providing a list of actual work performed in which your firm provided quarry operations similar in size and scope as described above. Additionally, for each job listed provide the following: a brief description of the work performed, project title, dollar value of the job, the company name, location, and the customer's contact name and phone number for the work completed. Capability statements shall not exceed five pages in length. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of potential contractors. This is not a request for proposals and is not to be construed as a commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice. All responses to this sources sought notice shall be provided to Bureau of Reclamation, Attn: Virginia Toledo (YAO-3100), Contract Specialist, 7301 Calle Agua Salada, Yuma, AZ 85364 or via e-mail vtoledo@usbr.gov.
