- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Entech Instruments of Simi Valley, CA for the acquisition of a Preconcentrator for Atmospheric Level Volatile Organic Compounds (VOC) Analysis of Real Samples, to be used by Analytical Chemistry Division Division at NIST, Gaithersburg, Maryland. The Analytical Chemistry Division, part of NIST's Material Measurement Laboratory, serves as the Nation's reference laboratory for chemical measurements and standards to enhance U.S. industry's productivity and competitiveness, assure equity in trade, and provide quality assurance for chemical measurements used for assessing and improving public health, safety, and the environment. The Preconcentrator will be used for Volatile Organic Compounds program at NIST. Analysis of Volatile Organic Compounds (VOC) at nanomole/mole (ppb) concentrations and below requires large volumes of gas sample in order to have enough sensitivity by Gas Chromatography (GC). This process requires the preconcentration of the sample before injection to the GC. Cleaning of the preconcentration system is required on a routine basis. The absorbents used to trap compounds at ambient temperatures can result in sample to sample contamination. NIST requires a preconcentrator that has the least number of moveable parts in the system and coatings to minimize sample to sample contamination, and sample absorption. Entech's Preconcentrator does not utilize solenoid valves, which alleviates contamination into the samples, and utilizes a unique stainless steel coating, Silonite TM, on their transfer tubing traps exposed to the sample, which will minimize sample absorption. As a result, Entech is uniquely qualified to satisfy this requirement as they are the only known manufacturer capable of providing a preconcentration system that meets our need to minimize sample to sample contamination, and sample absorption, and are the sole provider of this proprietary system. The North American Industry Classification System (NAICS) code for this acquisition is 334516, with a small business size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by April 13, 2011 will be considered by the Government.
