- NASA/GSFC intends to increase the maximum order amount of contract NNG06AZ12C withJ's Associates, LLC pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source. Thisaction will not extend the performance/effective ordering period of the contract.The Water Treatment Program contract NNG06AZ12C is an indefinite delivery/indefinitequantity, firm fixed price contract. Quantities ordered under the contract schedule haveexceeded estimates and it is anticipated that the amount ordered under the contract willreach the maximum order amount in April 2011. The government is currently preparing afollow-on procurement for Facilities Operation and Maintenance (FOMS) at GSFC which willincorporate this requirement for water treatment services. The follow-on FOMS contractis scheduled to be awarded in November 2011. To avoid a break in water treatmentservice, the Government is increasing the maximum ordering amount of contract NNG06AZ12Cto cover water treatment services during the 7-month period from April 2011 until theservices rollover into the follow-on FOMS contract.The current contract NNG06AZ12C requires the contractor to provide the personnel,materials, and equipment necessary to implement a comprehensive service-oriented WaterTreatment Program at NASA/GSFC. The objectives of the Water Treatment Program are tominimize, to the extent practical, the effects of water and biological agents on themetal surfaces inside GSFC's cooling tower, chilled water, steam generating systems, andother closed water systems in order to prolong the life and maximize the effectiveness ofthese systems.Continuous and consistent chemical water treatment is critical to the ongoing operationand condition of the heating and cooling equipment in GSFC's Central Plants. A break inservice poses an unacceptable risk to the Central Plants' support of mission activitieson the Center.J's Associates, as the current incumbent, has the in-depth knowledge of the on-sitefacilities and systems and personnel to provide uninterrupted continuation of missioncritical services. An interruption and restart of the services currently beingperformed, with a new contractor that is unfamiliar with the existing facilities and thespecific requirements of the Water Treatment Program contract, would greatly jeopardizethe operation of the Central Plants. Due to the time and substantial duplication ofcosts involved in procuring and phasing in another contractor, J's Associates isconsidered the only contractor that can meet GSFC's needs given the short period ofperformance before the award of the FOMS follow-on contract.The Government does not intend to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 5:30 p.m. local timeon April 13, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
