Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is being issued using Simplified Acquisition Procedures.*** ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-47.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However, this requirement is unrestricted, and all interested Contractors may submit a quote. *** PURPOSE: The Magnetics Group requires a Nuclear Magnetic Resonance--(NMR) system upgrade. Currently, we use an antiquated hybrid (Bruker-Tecmag) NMR spectrometer console which is fundamentally limited by the electronics available at the time of its manufacture. A modern spectrometer would allow us to continue using our current NMR superconducting magnet, room temperature shims and probe, while simultaneously expanding our capabilities to include the use of magnetic field gradients for the purpose of diffusion measurements and Magnetic Resonance Imaging (specifically MRI microimaging). In addition, the improved electronics of a new spectrometer will better enable us to use our cryogen-free magnet for NMR and MRI, as well as opening up a range of NMR and MRI techniques currently unavailable due to the limitations of the current spectrometer. These capabilities are in line with the goals of the BioMagnetic Imaging Program within the Magnetics Group, which is actively working on diffusion phantoms for quantitative MRI standards, as well as complimenting efforts in NMR/MRI microcoil design. Because of our interest in quantitative measurements at clinical MRI field strengths (1.5, 3, and 7 tesla), it is important that a new console being able to function at these field strengths. TECHNICAL SPECIFICATIONS: 1. Deuterium lock subsystem a. Computer controlled, digital frequency generation and digital receiver b. Functional at 1.5, 3 and 7 tesla 2. RF Generation a. Single transmitter, digital signal generation b. Frequency range of 5 to 400 MHz c. Ability to change frequency, phase, amplitude in less than 40 ns d. Optional: dual transmitters for multiple resonance 3. Digital Receiver a. Direct sampling at intermediate frequency b. 80 dB gain exclusive of preamplifiers c. Minimum 14-bit ADC 4. Gradient control subsystem for diffusion and imaging experiments a. Triaxial gradient control b. Must be able to interface with homebuilt gradient coils 5. Amplifiers a. Linear RF amplifier for transmitter i. Minimum 100 watts ii. Frequency range of 5 to 400 MHz iii. Optional: dual amplifiers (see 2d) b. Preamplifier for receiver i. Low noise figure, <1.4 dB ii. Frequency range of 5 to 400 MHz c. Gradient amplifiers i. Minimum 50 ampere output into 2 Ohm load ii. Minimum slew rate 40 V/µS 6. Computer and software a. Workstation computer to control console b. Acquisition/control software c. Ability to program custom pulse sequences d. Include library of standard NMR pulse sequences 7. Shimming a. Console must be able to interface with current Bruker room temperature shim set b. Shimming must be computer-controlled, capable of auto shim routine 8. Cryogen monitoring a. Helium level readout b. Optional: nitrogen level readout 9. Must interface with air controlled sample loading and spinning 10. Onsite installation of system 11. Onsite training, minimum one day DELIVERABLE SCHEDULE: Delivery within 4-8 months. Technical Capability, and Past Performance, when combined, shall be approximately equally important as Price. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. NIST will evaluate whether the Offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an Offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. Past Performance: The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the Offeror has successfully completed relevant contracts in the past five years. In assessing the Offeror's past performance information, NIST will evaluate the quality, timeliness, and ability to control cost and schedule of the past work. Evaluation of this factor will be based on information contained in the technical portion of the quotation and information provided by references. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government may also consider other available information in evaluating the Offeror's past performance. The Government will assign a neutral rating if the Offeror has no relevant past performance information. Department of Commerce Clauses: 1352.201-70 Contracting officer's authority (APR 2010) The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract, and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.
