Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 280225, a Request For Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-50. This requirement is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) is 541618 with a small business size standard of $7.0 million. The Government intends to award a competitive commercial labor hour contract for the US Secret Service for a base year plus two option years, not to exceed 36 months. This requirement is for a simulation and database support services at the Forensic Services Division, Security and Incident Modeling Lab (SIMLAB), located at the JJR Training Center in Laurel, MD. The specific work requirements are detailed within the Statement of Work (SOW). Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at the Federal Business Opportunities Website at http://www.fbo.gov. This office will not issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. This Solicitation is comprised of: I. STATEMENT OF WORK II. FORMAT AND SUBMISSION OF PROPOSAL III. PROVISIONS AND CLAUSES IV. ADDITIONAL INFORMATION FOR OFFERORS ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ I. STATEMENT OF WORK The contractor shall provide simulation and database support services at the Forensic Services Division, Security and Incident Modeling Lab (SIMLAB), located at the JJR Training Center in Laurel, MD. The Contractor shall have at least twenty years of protective experience and at least ten years experience in the application of high fidelity, constructive, and simulation models. Proficient simulation experience and extensive familiarity of protective operations and measures are essential requirements for the position. The services shall include the following: 1) Design, develop, and modify Tactical Simulation (TACSIM) training exercises for agents/officers in protective and tactical operations training. Utilize a variety of tools supporting training, analyses, experimentation, mission planning, and rehearsal activities. Detail the modeling of small group protective tactics in rural and urban terrain. 2) Serve as the primary instructor/integrator of simulation training. Coordinate with training instructors, SAIC's, ASAIC's, Special Tactical Teams, etc., to support the planning and execution of new or revised plans. Coordinate with subject-matter experts and tactical advisors concerning simulation applications in contingency planning. Provide input to and recommendations for enhancements in simulation applications. Advise and assist training officers in the use of simulation exercises to meet training objectives. 3) Management of the TACSIM databases. 4) Program and manage simulation resource requirements including both facilities and automated hardware/software. Recommend the purchase and operation of simulation related computer equipment. Interface with the instructors utilizing simulation training to tailor exercises to training needs by adapting existing computer programs. The U.S. Secret Service will provide all necessary computer workstations, communications and workspace facilities as well as supplies and equipment in support of the tasks being performed. The Contractor shall be available on-site a minimum of 1.5 days per week. Office hours will be scheduled by the Branch Chief between the hours of 7:00 A.M. and 5:00 P.M., Monday through Friday. Contractor personnel proposed to work under this contract are required to be U.S. citizens. They will be subjected to and must successfully pass a Secret Service Contractor Access Investigation coordinated by the Security Clearance Division prior to being admitted to the USSS facilities. The investigation includes criminal, local, federal, and credit agency records review. Upon contract award, the Contractor will be provided with USSS contractor personnel access forms. Within FIVE (5) days of contract award, the Contractor must submit these completed contractor personnel access forms to the COTR. Certification by the Government of satisfactory services provided is contingent upon the Contractor performing in accordance with the terms and conditions of the contract, the SOW, and all amendments. The COTR and Contractor will meet frequently to discuss any issues pertaining to this contract. Contractor Performance will be reported by the COTR through the Department of Defense Contractor Performance Assessment Rating System (CPARS). The period of performance will include a base year, followed by two option years, for a period not to exceed 36 months. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ II. FORMAT AND SUBMISSION OF PROPOSAL Part A. Pricing - the offeror shall provide a labor rate for each line item: CLIN 0001: Base Year, Period of Performance-12 months after award date Provide simulation and database support services at the Forensic Services Division, Security and Incident Modeling Lab (SIMLAB), located at the JJR Training Center in Laurel, MD in accordance with the SOW. Estimated annual hours, 685. CLIN 0002: Option Year One, Period of Performance- 12 months after Base Year ends Provide simulation and database support services at the Forensic Services Division, Security and Incident Modeling Lab (SIMLAB), located at the JJR Training Center in Laurel, MD in accordance with the SOW. Estimated annual hours, 685. CLIN 0003: Option Year Two, Period of Performance- 12 months after Option Year One ends Provide simulation and database support services at the Forensic Services Division, Security and Incident Modeling Lab (SIMLAB), located at the JJR Training Center in Laurel, MD in accordance with the SOW. Estimated annual hours, 685. Part B. Contractor Information: 1) Provide the name of company, point of contact, title, telephone number, fax number, and email address of the point of contact, order/contract mailing address, company business size. 2) Provide the contractor's nine-digit DUNS and nine-digit TIN. DUNS is used to verify that the vendor is in CCR. The Taxpayer Identification Number is necessary for electronic payment. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the Central Contractor Registration (CCR) database prior to award of any contract. Information about CCR may be found at www.ccr.gov. 3) If you have not completed the annual representations and certifications electronically through ORCA at http://orca.bpn.gov, then you must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. Part C. Personnel Resume: Resume shall document the individual's knowledge, skills, abilities and experiences that meet SOW requirements. Resume shall also include an affirmative statement that the individual is likely to meet general security requirements as described in the SOW and be approved for access (U.S. citizenship, no felony record, etc.) Part D. Past Performance: Provide three references for same or similar work within the last five years, government preferred. References shall include: name of Government Agency/company Client, point of contact name, phone number, email address, brief description of project, order/contact number, dollar amount, and period of performance. The deadline for receipt of proposals is 4 April 2010 by 5:00 pm EST. All documents required for submission of quote must be sent to Kimberly Spangler via email to Kimberly.Spangler@usss.dhs.gov.
