Description
The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC)has a requirement for the procurement of hardware and services for the replacement of theoriginal Chamber A helium distribution system at the NASA/JSC Space Environment andSimulation Laboratory.The Government intends to acquire a commercial item using FARPart 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. The Primary Point of Contact (POC) is Chris Gaspard, 281-483-0034,christian.c.gaspard@nasa.gov. The Secondary POC is Miyoshi Thompson, 281-244-1683,miyoshi.thompson-1@nasa.gov. This notice is being issued as a Request for Quotations(RFQ) for the procurement of hardware and services for the replacement of the originalChamber A helium distribution system at NASA/JSC Space Environment and SimulationLaboratory. See attached Statement of Work (Attachment A), technical library, pastperformance questionnaire and additional terms and conditions athttp://procurement.jsc.nasa.gov/ctlp. The NAICS Code and the small business size standard for this procurement are 332996 and500, respectively. The offeror shall state in their offer their size status for thisprocurement. All responsible sources may submit an offer which shall be considered by theagency. Delivery shall be free on-board (FOB) Destination. The DPAS rating for thisprocurement is DO-C9. This procurement is a total small business set-aside. See Note 1.INSTRUCTIONS TO CONTRACTORSA walkthrough of the facility is scheduled for April 20, 2011 at NASA/JSC for theinspection of the job site. Offerors must attend the walkthrough to be able to proposeon the requirement. Offerors attending the onsite walkthrough must submit, by email, the names of the people attending (A maximum of 2 people from each company), the companyname, email address, and phone number to the POCs no later than 4:00 p.m., CentralDaylight Time (CDT), April 13, 2011. Any questions regarding this procurement shall be sent electronically to the POCs withthe subject line CTLP RFQ Questions no later than 12:00 p.m., CDT, on April 28, 2011. Questions should be written in a manner that enables clear understanding of theContractors questions or concerns. Statements expressing opinions, sentiments, orconjectures are not considered valid inquiries and will not receive a response. Further,Contractors are reminded that NASA/JSC will not address hypothetical questions aimed atreceiving a potential evaluation decision. Written answers will be provided to allprospective Contractors, giving due regard to the proper protection of proprietaryinformation. Telephone questions will not be accepted.Offerors shall submit their quotes electronically (via email) to the primary andsecondary POCs. Quotation should include the total price of design, fabrication,installation, and delivery of the hardware and services required. Quotations for theitems(s) described above are due by 4:00 p.m., CDT, on May 6, 2011 to BH2/ Chris Gaspard,2101 NASA Parkway. Quotations received after this time will not be considered for award. Quotations must include: solicitation number, FOB destination to NASA Johnson SpaceCenter, proposed delivery schedule, discount/payment terms, warranty duration (ifapplicable), taxpayer identification number (TIN), identification of any specialcommercial terms, and be signed by an authorized company representative. Quotation priceshould include all of the work specified in the Statement of Work. Offerors areencouraged to use the Standard Form 1449, Solicitation/Contract/Order for CommercialItems form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml For selection consideration, offerors must include completed copies of the provision at52.212-3, Offeror Representations and Certifications - Commercial Items (MAR 2011), withtheir offer. These may be obtained via the internet at URL:http://prod.nais.nasa.gov/eps/Templates/Commercial_Greater_Than_25K.doc. Theserepresentations and certifications will be incorporated by reference in any resultantcontract. SELECTION AND AWARDThe Government intends to make a firm-fixed price (FFP) award based on technicalacceptability and low price combined with past performance, without discussions andwithout requests for proposal revisions. Consequently, Contractors are highly encouragedto offer their best technical and pricing quotes in their initial submissions.However,the Government reserves the right to discuss submissions with any or all contractorssubmitting a technical and price quote, if it is determined advantageous to theGovernment to do so. Quotes must demonstrate a clear understanding of the nature and scope of the workrequired. Failure to provide a realistic, reasonable, and complete quote may reflect alack of understanding of the requirements and may result in a determination that you aretechnically unacceptable. The Past Performance evaluation will include the results of the submitted PastPerformance Questionnaire (see Attachment C), which may be verified by contactingreferences as deemed necessary by the Government, and evaluated based on the relevance ofthe information submitted. Failure to provide the required Past Performance informationwill result in the assignment of the lowest possible rating for this Factor at a minimumand may possibly result in the quotation not being given any further consideration.An ombudsman has been appointed See NASA Specific Note B. (End of provision)NFS 1852.223-73, Safety and Health Plan (NOV 2004)(a) The offeror shall submit a detailed safety and occupational health plan as part ofits proposal(see NPR 8715.3, NASA Safety Manual, Appendices). The plan shall include a detaileddiscussion of the policies, procedures, and techniques that will be used to ensure thesafety and occupational health of Contractor employees and to ensure the safety of allworking conditions throughout the performance of the contract. (b) When applicable, theplan shall address the policies, procedures, and techniques that will be used to ensurethe safety and occupational health of the public, astronauts and pilots, the NASAworkforce (including Contractor employees working on NASA contracts), and high-valueequipment and property. (c) The plan shall similarly address subcontractor employeesafety and occupational health for those proposed subcontracts that contain one or moreof the following conditions: (1) The work will be conducted completely or partly onpremises owned or controlled by the government.
