- Market Survey Questionnaire Statement of Objectives SOURCES SOUGHT FOR FACILITIES SUPPORT SERVICES U.S. CUSTOMS AND BORDER PROTECTION ADVANCED TRAINING CENTER 440 KOONCE ROAD HARPERS FERRY, WEST VIRGINIA Reference Number 2011-002SKM 1. This is a Sources Sought Notice seeking qualified contractors interested in submitting competitive price and technical proposals for Facilities Support Services at the U.S. Customs and Border Protection (CBP) Advanced Training Center (ATC) in Harpers Ferry, West Virginia. The information derived from this request and market survey questionnaire will be used to develop the acquisition strategy and assist in acquisition planning for the procurement. This Sources Sought Notice does not constitute a solicitation and is not to be construed as a commitment by the Government. 2. CBP is seeking responsible sources with current, relevant qualifications, capability, demonstrated experience, and personnel to provide Facilities Support Services for the ATC campus. 3. The applicable North American Industry Classification System (NAICS) Code is 561210, Facilities Support Services. The applicable size standard is $35.5 million. The Product Service Code is M-Operation of Government-Owned Facility. The 3-digit suffix identifiers vary. Attachment 1, Statement of Objectives, lists the types of buildings that comprise the ATC campus. 4. The requirement is to provide full facilities support services for the entire ATC campus. The types of buildings are listed in the attached Statement of Objectives (SOO) and total approximately 270,000+ square feet. The contractor will provide all Facilities Operations and Maintenance, Custodial Maintenance, Grounds Maintenance, with the additional opportunity to provide Major Repairs and Minor Construction. 5. All contractor personnel working directly under this contract will be required to successfully pass a full-field background investigation. 6. The ATC is considered a 24 hour-per-day, 7 days-per-week (24/7) campus and is available for use 24 hours per day. The normal occupancy hours for ATC staff and non-student guests are Monday through Friday, 6:00 a.m. through 6:00 p.m., with the Government core business hours from 8:00 a.m. to 4:30 p.m. 7. The Government anticipates a Single-Award Performance-Based Indefinite Delivery/Indefinite Quantity Contract with Fixed-Price Task Orders. The following is an estimated breakdown of events: • A solicitation package will be released with a SOO and supporting documents • A Pre-Proposal Conference/Site Visit will be conducted • The offeror will prepare a proposal including a Performance Work Statement (PWS) showing the details of how they intend to accomplish the objectives • The solicitation will close approximately 30 days after issue • Source selection will be conducted according to well defined criteria • Award contract to a single firm (or team) with or without discussions • Transition estimated to start December 2011 • Contract performance estimated to start January 2012 8. This Sources Sought notice is not a request for proposal or invitation for bid and no contract will be awarded as a result of the information provided. The information is being requested on a voluntary basis and as such, the government will not reimburse any respondents for any information that is submitted. In addition to the attached Market Survey Questionnaire, it is recommended that interested parties provide information they currently have, such as company brochures, capability statements used in advertising, etc. 9. To ensure the procurement integrity of any possible procurement resulting from this sought notice, the names and contact information of personnel in the CBP Program Office will not be released. 10. Interested sources are invited to respond to this Sources Sought Notice by using the Market Survey Questionnaire, provided under separate file to this notice. Information received will be used to develop the acquisition strategy for competing the requirement. All data marked or designated as corporate or proprietary information will be fully protected from unauthorized disclosure outside of the government. Any comments you submit now will not be replied to, but they will be taken into consideration for the solicitation documents. 11. Please respond to this Sources Sought notice by submitting the completed Market Survey Questionnaire and information cited in paragraph 8, on or before 5:00 pm local time, April 15, 2011 to the attention of Ms. Susan McMahen, U.S. Customs and Border Protection, Procurement Directorate, 6650 Telecom Drive, Suite 100, Indianapolis, IN 46278.
