- Womack Army Medical Center, Fort Bragg, North Carolina, 28310, intends to solicit, negotiate and award a contract using full and open competition for the following requirements delivered to Fort Bragg, NC no later than 6 weeks ARO, FOB Destination. Requirement is set aside for small business only. The requirement is to upgrade and replace: the existing servers for the video surveillance system and access control system, and the complete video storage system. Also provide and install additional new Power over Ethernet (PoE) switches at Womack Army Medical Center (WAMC) Fort Bragg, NC 28310. All equipment and software must be completely integrated with the existing Lenel OnGuard access control/CCTV system. All equipment, software and hardware must be compatible with the existing equipment and software. Any software additions or upgrades must be fully supported by the manufacturer and not proprietary to any other company. All Contractor personnel, to include assistants and technical personnel, physically working on programming/configuration of the system or requiring access into Womack Army Medical Center Local Area Network (WAMC LAN), shall have as a minimum, a Secret security clearance. Personnel must submit the following information for verification of clearances prior to award of contract: Full Name, SSN, Date of Birth, and Place of Birth. Contractor shall be an authorized Lenel Value Added Reseller (VAR) licensed to conduct business in the state of North Carolina. Recommend the contractor be Lenel Master Certified. Contractor Requirements: A.TS or Secret Clearance is required for all contractor employees working on the project. B.Contractor must employ a Lenel enterprise level certified technician. C.The contractor must have sign-on privileges to the Womack network. D.Any cost, testing, and/or training associated with this network sign-on privilege must be borne by the contractor. E.The contractor shall be a GSA SIN 132-62 PIV approved system provider. F.The contractor must have a North Carolina Alarm License as issued by the NC Dept of Justice. G.The contractor must be a current Lenel value added reseller (VAR), submit copies of Lenel certificates with proposal. H.The contractor must have an established and permanent office location within 75 miles of Ft Bragg NC. I.The contractor must be able to respond to all service call 24/7 within 4 hours on-site. J.The contractor must be a small business as defined by NACIS code 561621. K.The contractors that wish to bid and attend a site visit must submit proof individual clearances, 1 week before the scheduled site visit; not later than NLT the 6th of April, 2011 to Mary Martin at mary.a.martin@us.army.mil. The contractors wishing to attend the site visit must submit the: names, SSN, date of birth, place of birth, for each person that will attend the site visit. This is to verify clearances, (must have clearance at time of submittal; no interim accepted). The site visit is on the 13th of April at 9:00 am. Meet Mary Martin and Mr. Dyer at 0845 am EST at the Womack Medical Center, Reillly Road entrance (will see the flag pole). Bldg 4 Reilly Road, Fort Bragg, NC 28310. **Note ** please allow extra time for clearance at the gate; guard checks can take some time.. The name of the (Program Manager) PM, who shall act for the Contractor, shall be designated and provided in writing to the Contracting Officer at the time of award. The Contractor shall notify the Contracting Officer in writing at least one week prior to any change to the PM. The PM shall be empowered with authority to make management decisions, which may arise in day-to-day operations without undue delay. The PM or alternate shall be available for telephone consultation during normal duty hours 7:30 a.m. - 4:30 p.m. or shall be available within two (2) hours to meet with the COR to discuss problem areas. Also, after normal duty hours the PM or designated alternate shall be available for telephone consultation or shall be available within two (2) hours to meet with COR for emergencies. The Contractor shall furnish phone numbers for contract manager/alternate, for normal duty hours and after normal duty hours to the Contracting Officer (CO). The PM and alternate(s) must be able to read, write, speak and understand English. EMPLOYEES. 3.1. The Government has the right to restrict the employment under the contract of any Contractor employee, or prospective Contractor employee, who is identified as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population. 3.2. At the time of the proposal the Contractor shall provide a roster of personnel expected to perform services under this contract to the Contracting Officer at the post award conference. This personnel roster shall include the employee's full name, badge number, licenses and certifications held, and position to be held. The Contractor shall update this roster as required and provide the Contracting Officer with a copy of the updated roster within three (3) calendar days if personnel changes occur during the duration of the contract. 3.3. Identification of Personnel. The Contractor shall provide each employee with a clearly readable picture identification badge. The badge shall be made of a durable material or plastic, and shall include, as a minimum, the employee's name and current/recent picture, badge number, and Contractor's name. These ID badges shall be consecutively numbered and made accountable by the Contractor. The Contractor shall ensure that Contractor personnel wear the badge in plain view at all times when performing work under this contract. The Contractor shall provide a list of badge numbers to the Contracting Officer at the post award conference. Additionally, all personnel working within WAMC must be issued an identification badge by the WAMC ID badge office and it must be worn at all times within the facility. 3.4. Contractor personnel must have appropriate security clearance and be thoroughly able to perform maintenance and repair of Card Access/CCTV Systems/Electronic Security Systems. 3.5. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. 3.6. Contractor shall comply with all safety requirements, in accordance with Army Regulation (AR) 385-10, Occupational Safety Health Administration (OSHA) and Emergency Management (EM) 385-1-1. 3.7. All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the Government reservation, shall abide by all the regulations, policies, and procedures of the installation, which may be in effect during the contract period. 4. NETWORK ACCESS REQUIREMENTS FOR U.S. GOVERNMENT CONTRACTS. 4.1. Information Assurance (IA). Contractor personnel requiring access to U.S. Government Information Systems to fulfill their duties shall possess the required favorable security investigation, security clearance, formal access approval, and need-to-know prior to being granted access to any Government computer or computer network. 4.2. IT-I Level of Security Access is required for Contractor personnel in IA Position working with infrastructure devices, IDSs, routers, System Administration or Network Administration, with privileged-level access to control, manage, or configure Information Assurance tools or devices, individual information systems, networks, and enclaves. At a minimum, such Contractor Personnel shall require a favorably completed NAC, initiation of Secret Special Background Investigation (SSBI), completion of Standard Form (SF) 85P, SF86, and Supplemental Questionnaire. 4.3. IT-II Level of Security Access is required for Contractor personnel in IA positions requiring the work with operating systems administration of common applications or enclaves, or back-up operators, with limited privileged level access to control, manage, or configure information systems or devices. At a minimum, such Contractor personnel shall require a favorable review of local personnel, base/military, medical and other security records as appropriate, initiation of a NACLC, and completion of the SF 85P or SF 86 and Supplemental Questionnaire. 4.4. IT-III Level of Security Access is required for Contractor personnel in positions as normal users, power user on individual systems for configuration with non-privileged level of access to information systems and devices. At a minimum, such contractor personnel shall require a favorable review of local personnel, base/military, medical and other security records as appropriate, initiation of a NAC, and completion of the SF 85P and Supplemental Questionnaire.
