Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. NUWDIV Newport, RI intends to place a fixed priced contract solicited on an unrestricted basis for the following: The investigation of Magneto-Electric (ME) materials as key elements of a tunable, contactless, magnetic field, sensing system. Specifically, the following elements and functions are to be characterized: 1. choice of materials for ME structure (FM and FE, coupling bond, frame, etc); 2. Shape and dimensions of the sensing and interrogation system for packaging and miniaturization; 3. Nominal sensitivity and accuracy and predicted ranges of detection; 4. Power requirements; 5. cost/profile and ease of deployment relating to CONOPS. The Assessment is to include first ME sensor prototype fabrication and characterization and initial choice and design of ME sensors (modeling). There is an option for ME Gradiometer Prototype Fabrication & Characterization Assessment, in which the contractor shall assess ME gradiometer prototype fabrication and characterization and initial choice design of magneto-electric gradiometers. The clearance level is UNCLASSIFIED. The period of performance will be from date of award through 31 October 2011. This acquisition will be processed using FAR Part 13 Simplified Acquisition Procedures. This procurement is UNRESTRICTED. NAICS Code 541330, size standard $27.0 million. Evaluation factors for award will include: personnel qualifications, specialized equipment, past performance and price. Further details will be released upon issue of RFP # N66604-11-R-2573, which is anticipated to be on or about April 13, 2011.
