- NASA/JSC/WSTF has a requirement for continuation of environmental services at theWhite Sands Test Facility.NASA intends to purchase these services from Enterprise Avdisory Services, Inc. (Easi),the current provider under NNJ06HC02C, the Facility Operations and Support Contract(FOSC). Easi was awarded the current contract through a Small-Business Set-Asidecompetitive procurement process in 2006. The current contract period of performance endsApril 30, 2011. FAR 6.302-1(a)(2)(iii) states that full and open competition need not be provided whenthe services required by the Agency may be deemed to be available only from the originalsource in the case of a follow-on contract, for the continued provision of highlyspecialized services and when it is likely that award to any other source would result inunacceptable delays in fulfilling the Agency's requirements. Therefore, under thestatutory authority 10 U.S.C. 2304(c)(1), the Government intends to award the bridgeactivity to Enterprise Advisory Services, Inc., the sole source of these services for thegap period until the Follow-on Environmental Compliance and Operations Contract isactive. To award this bridge activity to any other source at this time would put WSTFenvironmental operations at risk as Easi is the only provider of these services who isfamiliar with WSTF's processes, procedures and the current regulations regarding WSTFenvironmental compliance and restoration. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 15, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
