Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.5 to Spectrum Labs, 18617 Broadwick Street, Rancho Dominguez, CA 90220-6435. This procurement is being conducted under Simplified Acquisition Procedures (SAP) -- only one responsible source and no other supplies or services will satisfy agency requirements. Spectrum Labs is the only known source capable of meeting the Government's requirements due to the unique capability to provide support and service for a KrosFlo Research II System. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 DST on 7 April 2011. No RFP will be issued based upon this Notice of Intent. For Technical inquiries, please contact the Contracting Office POC: Christopher Barnett, Christopher.M.Barnett@usace.army.mil. 1. The Environmental Laboratory (EL)has been tasked with purchasing a research scale tangential flow filtration system. This instrument is a unique, automated filtration device that allows concentration, washing, diafiltration, and fractionation of various materials including nanoparticles by utilizing a special hollow fiber module. This instrument will be used for contaminant fate and transport work as well as nanomaterial characterization and toxicity experiements, and it will be utilized to systematically purify nanomaterials prior to use in larger scale experiments. The system will greatly increase the quantity and quality of data collected for analysis. Required instrument specifications include: a. An automated and carefully controlled/monitored tangential flw filtration method b. The ability to provide data collection on a bench-scale device c. The capability to support a broad range of filter types and brands d. The capability to concentrate volumes as low as one milliliter e. The capability to process up to ten liters f. The ability to record process parameters (operating pressures, permeate and recirculaton flow rate, pump RPM, and time/alarm conditions) in an Excel format saved to a computer g. The capability to calculate values from process prarameters including shear, transmembrane pressure, and concentration factor h. The capability to report results in table and graph form in real-time mode i. An included automatic back pressure valve that allows regulation of backpressure of retentate or permeate
