- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Ann Reifman, Ph.D., 3000 Connecticut Avenue, NW, Washington, DC 20008 for the professional services of a clinician with expertise in schizophrenia to be a part of NIMH’s research project investigating schizophrenia and genetics. The Clinical Brain Disorders Branch (CBDB)/Genes, Cognition and Psychosis Program (GCAP) is seeking a Clinical Psychologist to be directly involved in a project that aims to screen potential CBDB Sibling Study participants, perform SCID evaluations for mental health diagnoses on probands and healthy controls, modify and tailor the Structured Clinical Interview for DSM Disorders to better reflect the needs of the research, develop an interview process to give the severely mental ill subjects the ability to answer deep probing questions and establish and monitor inter-rater reliability among those performing various diagnostic assessments. Dr. Reifman is highly qualified in the field of treating patients with schizophrenia. Starting in 1970, she was a Social Science Analyst at the Center for Studies of Schizophrenia and later at the Neuropsychiatry Branch, both in NIMH. Dr. Reifman also coordinated a Clinical Psychology Internship which focused on the treatment of people with severe mental illness. She was voted by mental health specialists (including psychiatrists, psychologists, and social workers) in the Washington, D.C. area to be one of a handful of top therapists for people with schizophrenia. Based on her previous experiences and involvement with the studies at NIMH, Dr. Reifman is considered highly qualified and the best candidate for the requirement. The Period of Performance is 5 months with 2 additional 1-year option period(s). The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis by submitting a statement of capabilities on or before 11:00 AM E.T., April 11, 2011 to Korriise LaRoche, larochek@mail.nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NIMH to determine if it can meet the above unique specifications described herein. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA, the vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, the vendor must be registered in the Central Contractor Registration (CCR) at ww.ccr.gov. Please reference announcement number NOI-2047142 on all correspondence.
