- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Ms. Carol Rodeffer, 3093 D. Woodrow Street, Arlington, VA 22206, for the recruitment, assessment, and research coordination of patients selected for the SCID/DNA Arm of the NIMH Genetic Study of Schizophrenia. The Clinical Brain Disorders Branch (CBDB)/Genes, Cognition and Psychosis Program (GCAP) is seeking a social worker to be directly involved in a project that explores the genetics of schizophrenia that involves subject eligibility determination for four CBDB/NIMH protocols and two drug studies, patient screening and recruitment (schizophrenics, siblings, parents and healthy controls), on-site and off-site DNA sample collection, assessment and research coordination, and review of medical, psychiatric records, and represent CBDB at local and national conferences. Considerable skill is required to coordinate the research participation for the SCID/DNA arm of the outpatient genetic study of the Genes, Cognition and Psychosis/ Clinical Brain Disorders Branch. The study requires specialized knowledge of the genetic study of schizophrenia and clinical skills to assess the appropriateness of a candidate and whether or not they meet the competency requirements to give informed consent. Knowledge of and testing procedures and NIH policies governing research with human subjects is also imperative. The Contractor to perform this requirement must also have the therapeutic skills to build the necessary alliances with very impaired individuals to assure their voluntary participation and informed decisions. In completing the FIGs analysis of families, a great deal of diagnostic expertise is required. Ms. Carol Rodeffer has been part of the original research team that launched protocol 95-M-0150, the Genetic Study of Schizophrenia. She has developed specialized knowledge and skills pertinent to this protocol and has served as an associate investigator on the study since 1998. She has continued to work for the outpatient genetic study since that date and has been the chief coordinator for the SCID/DNA arm of the study. Ms. Rodeffer has also recruited for the inpatient and outpatient programs and has screened for healthy volunteers for the Genetic study as well. Because of her long-standing and considerable knowledge of the illness of schizophrenia and expertise in working with the patients and their families, she is considered uniquely qualified and a sole source for continuing to recruit patients and to coordinate the SCID/DNA research arm of the study. Allowing her to retain her role on the research team also allows for the continuity of contact, which is necessary in building therapeutic research alliances for this target research population. Changing research coordinators at this point in time would result in unnecessary delays in services and risk a less than satisfactory delivery of service. Therefore, it is determined that Ms. Rodeffer is the only source qualified to perform the required services. The Period of Performance is 12 months with 2 additional 1-year option period(s). The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis by submitting a statement of capabilities on or before 11:00 AM E.T., April 11, 2011 to Korriise LaRoche, larochek@mail.nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NIMH to determine if it can meet the above unique specifications described herein. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from NIDA, the vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov.
