Sources Sought Notice Sources Sought No.: W911QY-11-S-0005 PROPOSED TITLE: Disposal of goat milk containing a recombinant human protein. This is a Qualified/Capabilities Business Sources Sought Notice (SSN). This notice is for market research purposes only to obtain information regarding (1) the availability and capability of all qualified business sources, (2) including small businesses; HUB Zone small businesses; service-disabled small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The North American Industry Classification System (NAICS) Code(s) is/are 562998. Your responses to the information requested will assist the Government in determining the appropriate acquisition method for the disposal of goat milk containing a recombinant human protein. NUMBER of AWARD(s): The Government anticipates making one firm fixed price award. This does not commit the Government to make an award. PURPOSE, OBJECTIVES, and REQUIREMENTS: The Department of Defense (DoD), through the Chemical Biological Medical Systems (CBMS) is seeking a Contractor with the capability of disposing / incinerating a high volume of goat milk containing a recombinant human protein. Information about the material: The volume of milk needing destruction is approximately 30,485 liters, or about 8,054 gallons Total weight: 31,399 kg (equates to 69,078 lbs., or about 34.5 tons plus packing and pallets) (total weight, with all packing materials and pallets is estimated to be about ~ 40 tons) The milk contains recombinant human butyrylcholinesterase (rHuBChE) The milk solution is non-hazardous and non-infectious The milk is stored in plastic bags, stacked in plastic containers, stacked on pallets and shrink wrapped There are approximately 93 shrink wrapped pallets The following will be required for the disposal of the material: CBMS or the Contractor will provide transportation or contract transportation from vendors to transport the goat milk product to a disposal site CBMS estimates that a total of 4 or 5, 53 foot truck loads will be necessary to transport all of the material CBMS or the contracted transportation vendor will be responsible for providing means of loading the pallets onto the trucks. The contracted vendor may provide a pallet jack if necessary to move the pallets inside the truck Contracted transportation vendor will provide CBMS with necessary labels and non-hazardous waste manifests CBMS contracted vendor will transport one or multiple truck loads per day, and the shipments will not necessarily be on consecutive days CBMS requests incinerator destruction of the milk at a waste to energy facility and/or facilities in Massachusetts Disposal of the material will be witness by CBMS Logistics Personnel. The facility will provide a witness if necessary / required CBMS requires Hooper feed into the incinerator (direct hand feed ) All pricing is pending the final approval of the Waste to Energy facility Labor, material, equipment, disposal and transportation items quoted are subject to documented increases initiated by vendors prior to shipment The vendor must return a signed copy of this proposal to CBMS Contracting as acknowledgement of terms and conditions before the project can commence. The acceptance, by CBMS, of any vendor's proposal is subject to Government credit approval. Payment, in full, for services rendered is paid within thirty (30) days of the vendors invoice. SUBMISSION INSTRUCTIONS: Respondents to this notice must provide, as a part of their response, a statement regarding their capabilities. Respondents must include their DUNS number, organization name, address, point of contact, cage code, size and type of business. You must also be registered with the CCR (Central Contractor Registration). Interest in this requirement shall be made in writing on the companies letterhead; describing your facilities, your personnel, your experience in working with medical waste / materials, your experience in handling and transporting medical waste safely. Respondents shall include technical and administrative points of contact, with names, titles, addresses, telephone number(s), fax number, and email addresses; and not exceeding three (3) single sided pages in total (a PDF is preferred) (not including cover page and cover letter), sent via email to: drake.russell@us.army.mil (no later than Monday, April 4, 2010 at 2:00 pm EST). The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
