- THIS IS A PRESOLICITATION NOTICE. THIS NOTICE IS NOT A SOLICITATION. The Fleet and Industrial Supply Center, Norfolk, Contracting Department, Philadelphia Office intents to solicit as a 100% service-disabled veteran-owned small business set-aside a requirement for a Surrogate UAS (a manned system that replicates an unmanned aircraft system) in order to support the Joint Unmanned Aircraft System Center of Excellence as it seeks to meet all the USJFCOM requirements for its joint training related responsibilities. The focus of this initiative is on sensor, voice, and data communication capabilities replicating those provided by Joint UAS and to provide a training capability to the exercised units at the CTCs. The contractor shall retain title to the surrogate UAS (to include the aircraft and all equipment) at all times. The surrogate UAS (to include the aircraft and all equipment) shall be under the control of contractor personnel at all times. The contractor will be required to provide and operate the surrogate systems. The surrogate UAS to support the first training event will be the base requirement and the surrogate systems to support the subsequent events will be options. The base requirement is in support of a training event to take place in June 2011 in Ft Irwin, CA. The resultant contract will include three (3) options for surrogate unmanned aircraft systems to support for training events in Bridgeport, CA in June 2011, Ft Irwin, CA in August 2011, and Ft Polk, LA in September 2011. It is expected that this procurement will result in the placement of a single FFP contract using the simplified acquisition procedures of FAR PART 13.5. The NAlCS code for this requirement is 488190, and the small business size standard is $7,000,000.00. It is anticipated that a solicitation for this requirement will be posted at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil) on or about 3/31/2011, with the closing date for the receipt of offers to be set forth in the solicitation. A hard copy of the solicitation will not be made available. Offerors shall be required to submit both a technical volume and a price quote. The Navy intends to make award to the lowest-priced technically acceptable quoter. All responsible service-disabled veteran-owned small business sources may submit a quote which shall be considered by the Government. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. The solicitation response date is tentative and subject to change.
