Description
NASA/LaRC plans to issue a Request for Proposal (RFP) for Inflatable AerodynamicDecelerator (IAD) research and development. Inflatable/deployable aerodynamicdecelerators are cross-cutting technologies being developed to achieve improvedatmospheric entry capabilities, which can enable high-mass robotic and human explorationmissions. The principle purpose of this IAD requirement is to provide design, analysis,fabrication, and testing of IAD systems for space vehicle aerocapture, entry, decent andlanding for hypersonic, supersonic, transonic and subsonic regimes, including but notlimited to, the inflatable structure, thermal protection system (TPS), and restraintsystem for stowage. Materials to be used for the system include, but are not limited to,refractory cloths, threads, and yarns; ceramic insulating battings; polyimide films; andfiber-reinforced polyimide films. The IAD requirement will include design andmanufacturing of TPS layups including, but not limited to, developing conceptual anddetailed designs, and construction methods, of TPS based on government specifiedmaterials and layups, fabrication and delivery of TPS components, integration ofinstrumentation into the TPS fabrication construction of a specified layup including, butare not limited to, thermal flux, surface temperature, strain, shape, and surfacepressure instrumentation, providing mass estimates and actual mass measurements, andinvestigation of the advancement of TPS construction techniques. The IAD requirement willalso include design and manufacturing of Inflatable Structures including, but not limitedto, development of conceptual and detailed designs, and construction methods, ofinflatable structures, fabrication and delivery of inflatable structure components,integration of instrumentation into the inflatable structure, and developing methods toimprove fabrication techniques that reduce integration complexities or improve systemreliability. The requirement will also include, but not be limited to, system integrationof the sub-elements of the IAD to form a complete aeroshell assembly or componentsthereof, conceptual and detailed design, and fabrication of ground support equipment,conducting analysis including, but not limited to, establishing IAD inflation pressures,material stresses, and structural response to specified load environments. Therequirement will include conducting system analysis of a complete aeroshell assembly orcomponents thereof, development of conceptual and detailed design and fabrication offlight restraint systems, and conducting testing for sub-component, component or systemlevel development tests. The Government does not intend to acquire a commercial itemusing FAR Part 12. This procurement will be a full and open competition. The NAICS Codeand Size Standard are 541712 and 1000 employees or less, respectively. This competitiveprocurement is anticipated to result in multiple Cost Plus Fixed Fee (CPFF), IndefiniteDelivery, Indefinite Quantity (IDIQ), contract awards. All responsible sources may submitan offer which shall be considered by the agency. The anticipated release date of the RFPis on or about April 15, 2011 with an anticipated offer due date on or about May 31,2011. NASA Clause 1852.215-84, Ombudsman, is applicable.
