- The Mission and Installation Contracting Command (MICC), Fort Jackson, South Carolina, intends to issue a firm fixed price, sole source award to Motorola Solution, Inc, 7031 Columbia, Gateway Dr, Columbia, MD 21046 for the following: C.1. SCOPE OF WORK. The Motorola solution was selected as the Army Standard System. This procurement is the follow-on requirement for Land Mobile Radio network for the US Army Signal Network Enterprise Center (NEC) at Fort Jackson, SC. The Contractor shall provide all qualified personnel, material, tools, test equipment, and other items necessary to perform troubleshooting, repair, preventive maintenance, and all operational checks and adjustments required to accomplish this service. The following items are the major components of the ASTRO 25 SmartZone trunking System Infrastructure: Central Electronics Bank (CEB), (2) Remote sites, (3) CentraCom Gold Dispatch sites. C.2. SPECIAL REQUIREMENTS. The contractor will be required to use Wide Area Workflow (WAWF) to process request for payment. The NEC office will initiate and submit a receiving report in WAWF. Line Item Description 0001 Motorola Maintenance This procurement is being conducted under Other Than Full and Open Competition as authorized by FAR 6.302-1 Only one Responsible Source and No Other Supplies or Service will satisfy Agency Requirements, 10 USC 2304(c)(1). The intent of this procurement is to award based on sole source requirement and due to the required Motorola proprietary rights, connectivity and network agreement through Ft. Gordon. Fort Jackson is dependent upon a Master Site located at Fort Gordon as a Sub-system. In order for Motorola to maintain the Fort Jackson site, a Motorola recurring maintenance agreement with Fort Gordon is necessary. In addition, the Fort Gordon system includes Network Monitoring and Dispatch Operations services. Network Monitoring is thus a requirement for Fort Jackson, and these services have been included in this proposal. The North American Industry Classification System (NAICS) for this requirement is 811213 and the size standard is $5.0M. All responsible sources may submit a response. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued. Interested firms may identify their interest in writing to the Government point of contact. Responses to this notice must be received no later than 4:00 PM Eastern Time 1 April 2011.
