- This notice is released to announce the Bureau of Indian Affairs, Western Regional Office, intent to award a firm-fixed price road construction project. The Contractor shall furnish all labor and supplies to perform the removal and disposal of existing bituminous pavement, place aggregate base course, hot asphalt concrete pavement, hot asphalt-rubber chip seal coat and pavement markings for 4.665 miles on BIA Route 5 located in Apache and Navajo counties in Arizona. The Bureau of Indian Affairs, Western Regional Office, requires a firm fixed-price construction contract, and the procurement method is Negotiated Procedures, FAR Part 15 and 36. This project will utilize the Standard Specifications for Construction of Roads and Bridges on Federal Highway Project (FP-03), except where otherwise indicated in the solicitation. The Standard Specifications are available at http://flh.fhwa.dot.gov. The solicitation is a total set aside for American Indian Economic Enterprises pursuant to the Buy Indian Act. The estimated dollar value of this procurement is between $1,000,000 and $5,000,000. The Period of Performance is 120 calendar days. Offerors are expected and responsible to inspect and verify site conditions where the work is to be performed. This project is classified under NAICS Code 237310 and has a size standard of $33.5 Million. Please note that this is only an announcement for upcoming solicitation. There is no solicitation packet available at this time. The anticipated release of Request for Proposal (RFP) A11PS00114 is April 1, 2011. Technical questions must be submitted ten (10) calendar days before the RFP response date. Email all questions to Santiago Almaraz, Contract Specialist, at santiago.almaraz@bia.gov. Interested firms are requested to submit a written request for the RFP package to Santiago Almaraz, via email at santiago.almaraz@bia.gov or Fax at 602-379-6763. Telephone requests to obtain the RFP package will NOT be accepted. Offerors are required to frequently check for updates at the website located at www.fbo.gov for updates and to download the solicitation packet when it becomes available. Faxed RFPs will not be accepted. 100% Performance and Payment Bonds, and Certificate of Insurance are required upon award. Submit completed RFP packages to the following address: BIA, Western Regional Office, Division of Acquisition, Attention: Santiago Almaraz, 2600 N. Central Avenue, Room No. 450, Phoenix, AZ 85004-3050 by close of business, 4:00 PM (Local Time) on Monday, May 2, 2011.
