Description
SOL: VA-261-11-RP-0210 Due: April 30, 2011 (est.) Request for Proposal (RFP) - Wound Care Workshop. This will be a sole-source procurement for the Skin Care Program at VA Palo Alto Health Care System, due to the determination that the proposed vendor is the only education organization that provides a comprehensive on-site wound care course for health institutions. Additionally, the course offered by the proposed vendor is the only approved educational pathway to WCC ® (Wound Care Certified) by the National Alliance of Wound Care ® (NAWC ®). The National Alliance of Wound Care is the credentialing body for this National Certification. The proposed vendor is accredited by the National Commission of Certifying Agencies (NCCA). It is a Multi-Disciplinary Wound Care Certification. Additionally, the proposed vendor is the only education company that offers on-site wound care education. The course is an approved pathway for WCC ® (Wound Care Certified) credentialing. To qualify for the WCC, health professionals are not required to have a bachelors of science degree. All other wound care certifications accredited by the National Commission of Certifying Agencies (NCCA), require a bachelors degree as one of the qualifications for certification. In addition, none of the other certifying bodies have an education pathway that is offered on-site with the ability to take the national exam for those who qualify and wish to apply for certification. Despite the foregoing, should any potential offerors determine that they can provide for this requirement, they may contact the Contracting Officer below to inquire. However the current intent is to proceed with a sole-source procurement. The NAICS code is 611699, size standard of $7.0 million applies. Product Service code of U099 applies. The actual solicitation should be posted on or about April 15, 2011. Telephone requests will NOT be accepted. All questions must be submitted in writing, questions may be faxed to W. Ulibarri, (650) 849-0395 or emailed to bill.ulibarri@va.gov. You may also mail to William Ulibarri, Consolidated Contracting Activity (CCA/90), VAPAHCS, Bldg. MB-50, 3801 Miranda Ave., Palo Alto, CA 94304. This is a one time procurement. Electronic solicitation may be accessed at no cost at www.fedbizopps.gov. Any amendment issued against this solicitation will also be available from the same URL addresses. Contractor is responsible for submitting all documents required in accordance with the solicitation, including any amendments which will be posted on this website. Solicitation is also subject to availability of funding. Price includes all parts and labor to repair any failure due to a manufacturer or installation defect; and one site visit during the warranty period for service or repair. Quotations shall be submitted on an all or nothing basis. Partial quotations will be rejected. Quotations shall be valid for 60 days from offer due date. The following provisions and clauses apply plus any addenda: This solicitation and incorporated provisions and clauses are those in effect through FAC 2005-50. Offeror shall submit all information with offer as required in 52.212-1; a completed copy of provisions 52.212-3 Offeror Representations and Certifications. Offeror may obtain copies of the referenced provisions and clauses at http://arnet.gov/far and http://www.va.gov/oa&mm/vaar/ or by sending an email to the Contracting Officer at bill.ulibarri@va.gov. The Contracting Officer may add any additional contract requirements or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the Contracting Officer to necessary for this acquisition and consistent with customary commercial practices.
