Description
This justification is for a procurement between the General Services Administration, St. Louis West Field Office (6PFW), 9700 Page Boulevard and 4300 Goodfellow, St. Louis, MO and BHS, Operations and Maintenance Contract GS06P02GXC0066 at 4300 Goodfellow, Saint Louis, MO. This delivery order was for sole source emergency repairs to Boiler # 4 and Boiler #5 which provide heating to Building 103 at 4300 Goodfellow issued 3/11/11 via a written delivery order. Boilers #4 and #5 are the sole boilers serving all of Building 103 and therefore critical to run during the heating months for building protection and tenant owned equipment protection that cannot afford downtime due to mission requirements. During the course of repairs on Boiler #4 the contractor discovered cracks in the front section and in the rear section of Boiler #4 that would require additional repairs so that the unit could be placed back on line. In addition, a new leak developed on Boiler #5 while work was still in progress with Boiler #4. As it was a sensitive time frame with backup boiler #4 down, the situation became more critical as the operating Boiler #5 with the leak had the potential to completely malfunction. Furthermore, performing the additional repairs on Boiler #5 would allow for cost savings while the work was in progress and a crane was already on site for work on Boiler #4. A reprocurement for repairs in boiler #4 would have also been more costly to the government with Boiler # 4 already torn apart and repairs too far in progress to stop and bring in another vendor. Therefore, in order to finish emergency repairs on Boiler #4 and Boiler #5, a purchase order was issued in the amount of $9,764.64. These additional repairs for the two units required further justification due to the dollar amounts involved; although the type of work is in the scope of the BHS contract.
