- This is a SOURCES SOUGHT NOTICE for Market Research to determine the availability of firms for a potential competitive procurement. No award will be made from this Sources Sought. No solicitation, specifications, or drawings are available at this time; therefore, do not request a copy of a solicitation. Potential offerors having the skill, capabilities, and personnel necessary to perform the described ILMS services are invited to provide feedback via e-mail to Jonea Brown, Tom Sherman, or Vince Biller at jonea.m.brown@census.gov, thomas.m.sherman@census, or vincent.j.biller.iii@census.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential business sources for ILMS services at the U.S. Census Bureau, National Processing Center, (NPC), in Jeffersonville, Indiana. The NAICS INDUSTRY Code is 518210, Data Processing, Hosting, and Related Services and the size standard is $25 million (average annual receipts for preceding three fiscal years), and the Federal Service Code (FSC) is D317, Auto News, Data and Other Services. The objective is to select and employ an ILMS using the Enterprise Resource Planning (ERP) model to deliver capabilities now missing from Census logistics activities. The Software-as-a-Service model in a Public Cloud Computing environment will assure lowest fixed cost and the economical scalability needed to best serve Census Bureau needs. SCOPE: The ILMS and associated vendor capabilities must be flexible enough to support a wide range of scope & size in the number of users and transaction activity. The decennial census, performed every 10 years, is a 2-3 year long effort, when Bureau headcount rises by 750,000 plus and 500 field offices around the Continental US, Hawaii, Alaska and Puerto Rico are opened. It has been called the World's largest non-military undertaking. During the other 7-8 years, activities are similar, but smaller in scope & scale. There were over 700 variations during the last decennial. PLACE OF PERFORMANCE: Users will include personnel at 500+ field offices throughout the US and Puerto Rico. Large user population concentrations are at Bureau HQ in Suitland, MD and the National Processing Center at Jeffersonville, IN. Selected vendors, as well as quality personnel deployed at print vendor facilities, may provide direct inputs to the ILMS. Many decennial census users are temporary employees, so minimal training and ease of use are critical. PERFORMANCE OBJECTIVES: This section covers customer/user need and service imperatives. • Phased implementation of a system to integrate planning and execution of Census Bureau logistics activity for decennial and all other censuses/surveys, including cross-functional visibility of activities/schedule completion. • Initial phase to include requirements for acquisition, inventory/order management and shipment consolidation. • Then process planning, scheduling and tracking, including vendor or in house print & finishing operations. • Final capability provides complete material acquisition status from request through delivery (this information to be obtained from other systems or direct input by users). • Reduce number of steps and navigation required to perform routine inventory transactions. • Allow tailoring of screen layouts and reports at user level. • Control user access and manage restricted read/write authorization. • Planning/scheduling applications must readily interface with MS Project or other Bureau scheduling applications. • Provide materials catalog for online orders, with item image and description, plus ordering constraints. • Strong deadline/suspense capability/accountability to highlight delays in completing scheduled activity at any level; so all system users are informed and can assess potential impact by quickly identifying gaps and issues. • Internal messaging, so users can communicate direct on logistics matters or push messages to outside e mail or other tools. • Provide simplified user printer set-up. • Integral support for bar code data capture/input. • Incorporate data validation techniques, such as character sieves and field edits to ensure only valid data are entered. Provide associated control and auditing. • Collaboration tools to enhance cross-functional and parent-child interaction and permit highlighting priority tasks. • Strong scheduling tools at every level to compliment program and project master schedules, while permitting early identification of resource constraints and labor planning. • Easy item look-up. • Auto-generate Bills of Material from product/kit definition. • MRP II features and functionality, including demand planning, plus finite capacity scheduling and lean practices or other process analysis & control approaches for optimal performance and productivity. • Inventory and warehouse management at central, regional & local office levels; 5-600 separate inventories that roll up • Drill down capability to move directly from top level to detailed information. • Support standardized item description and stock numbering (Item master). • Separate Web testing, training and development site. • Strong Job Tracking features, including automation & PLC interfaces, downtime reporting and schedule compliance. • Business Rules functionality for process control and improved productivity by sharing guidance among all system users, while ensuring consistency across functional areas. • HR, full Finance/Accounting and CRM are not required initially. Item cost data will be aggregated and passed to a separate Finance system. Limited labor cost information will used to track production and assembly expenses. • Implementation to be phased, starting with acquisition/inventory/warehouse/shipping, that integrates purchasing, material cost & shipping data from other systems; then establish production planning and management, including program/project management. • Strong integral reports functionality, with suite of preformatted reports and ability to create on demand by users. Include materials status for financial reporting. • Consistent look/feel from app to app and page to page. • Good visual cues and straight-forward process flows. • Clear menus; auto population (especially for previous orders from same source); intuitive and easy to learn; minimize manual data entry. • Optimize use of warehouse storage space. • A top-to-bottom tool that is easy to use, requires minimal training and promotes accuracy and efficiency at every step. CONSTRAINTS: All Census Bureau systems require certification and accreditation (C&A) prior to becoming operational. The Authorizing Official (AO) makes formal accreditation determinations based on the vendor's security plan. This action supports the regulatory requirement that every Census Bureau system be formally certified and accredited in accordance with this policy and the Census Bureau IT Security Program Policy. This policy applies to all information and information systems owned, leased, operated or connected to the Census Bureau. Contractors must comply with the C&A requirements defined by this policy for systems they operate in support of Census Bureau's mission. Software must meet Federal Desktop Core Configuration (FDCC) criteria. CAPABILITY STATEMENT The following requests are designed to apprise the U.S. Census Bureau, National Processing Center, (NPC), of any prospective contractor's project execution capability. Please provide your response to the following. 1) Offerors name, address, point of contact, phone number, and e-mail address. 2) Offerors interest in responding to the solicitation when it is issued. 3) Offerors capability statement demonstrating the Offerors ability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years brief description of the project, customer name, telephone number, timeliness of performance, customer satisfaction, and dollar value of the project provide at least 3 examples. 4) Offerors size status, the number of years in business, and DUNS number. 5) Offerors Joint Venture information if applicable existing and potential. The Capabilities Statement for this sources sought is not a Request for Quote, Request for Proposal, or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. The Government is seeking short statements regarding the company's ability to demonstrate existing-or-developed expertise, past performance, and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of your Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the U.S. Census Bureau, National Processing Center, (NPC) in identifying sources with required capabilities.
