JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION DUE TO SOLE SOURCE REQUIREMENT 1. REQUIRING ACTIVITY: Office of Information Technology 2. CONTRACTING ACTIVITY: Atlanta VA Regional Office 3. PROPOSED ACTION: Sole source procurement of office relocation and facility services (temporary office space) for the VETSNET contractor group. 4. DESCRIPTION OF REQUIREMENT: The Office of Information Technology requires relocation and facility services, including turnkey office space, conference room space, and VA-compliant IT infrastructure, for 38 contractors. The time frame during which these services will be required for 38 contractors, is from April 1, 2011, through September 30, 2011, with three one-month options to extend occupancy for any or all of the offices under contract. There is also an additional requirement for the same services for 8 contractors after the conclusion of the base year contract, to continue occupancy through Febuary 11, 2012. 5. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION: FAR 6.302-1 6. NATURE OF ACQUISITION TO MEET THE AUTHORITY CITED IN PARAGRAPH 5: The Office of Information Technology is strongly recommending sole source procurement of the required services via contract with Regus PLC. The VETSNET contractor group is currently occupying short-term space in a Tampa Regus facility with point-to-point T-1 service already installed under VA contract. Remaining at this same facility in the offices currently occupied is essential for continuity of this VA network service. Relocation to another facility would entail moving this service, with an expected leadtime for such a move order being not less than two months. Of the sources that might be available for this requirement, the Regus organization has especially demonstrated the ability to work with VA OI&T to provide physical network infrastructure and connectivity which meets VA network reliability and security standards. These are critical requirements when VA employees are operating in a multi-tenant environment, where network integrity and security are prominent issues. Because the time-sensitive nature of the requirement does not allow time for the move of T-1 service or careful vetting of the IT performance of other sources, VBA Facilities is requesting that this contract be awarded sole source to Regus PLC without further competition. 7. DESCRIBE THE ACTIONS TAKEN TO CONDUCT ANY MARKET RESEARCH TO LOCATE SOURCES: N/A. 8. CUSTOMER'S SUBMISSION OF PRICE ANALYSIS: The quote received for this scope of service is considered fair and reasonable based on historical costs incurred for this type service. 9. ANY ADDITIONAL INFORMATION FOR SUPPORT OF SUBMISSION: N/A 10.LISTING OF ANY SOURCES (IF ANY) THAT HAVE EXPRESSED AN INTEREST IN THIS REQUIREMENT N/A 11.
