Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division Newport, Newport, Rhode Island intends to purchase Electrical Hull Fittings (EHFs), five each: HF SRA penetrator assemblies, part number EB4647/1A; HF SP penetrator assemblies, part number EB4647/2A; WLR-9 CL penetrator assemblies, DT-511 (Forward) / DT-592 (Sail); WLR-9 CL penetrator assemblies, DT-511 (Forward) / DT-592 (Keel). These EHFs are in support of NAVSEA PMS 401 AN/BQQ-10 Bow Sonar Systems Upgrade. EHFs will be installed on the Victoria Class Submarine to provide an interface between the inboard AN/BQQ-10 BSSU System and various outboard sensors. First Article units will be required for each EHF. A firm fixed price type contract is anticipated. NAICS Code 334419, Size Standard is 500 employees. This requirement is unrestricted. Further details will be provided in Solicitation #N66604-11-R-1979, which describes requirements for the fabrication, test, evaluation, and documentation of the EHFs, including Submarine Safety (SUBSAFE) certification. Solicitation #N66604-11-R-1979 is anticipated to be released on or about 4/15/11. Contractors must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) and ORCA (http://orca.bpn.gov/) to be eligible for award. Instructions for registration are available at the websites. Evaluation factors are technical capability, price and past performance. Basis of award shall be Best Value. A qty. of 4 EHFs shall be delivered 5 months ARO and 4 EHFs every month thereafter, F.O.B. Destination Naval Station Newport; Newport, RI.
