Class Code: 15 NAICS Code: 541330 Subject: Engineering Investigations (EI) of Suspected Category I (CAT I) Product Quality Deficiency Report (PQDR) Analysis of Bell Helicopter OH-58, UH-1, and TH-67 Airframes and Systems. Solicitation Number: W58RGZ-11-R-0248 Set Aside: N/A Response Date: 04-15-2011 Description: It is the Government's intent to award a 5 year IDIQ Cost Plus Fixed Fee with Task Orders type contract for Engineering Investigations (EI) of Suspected Category I (CAT I) Product Quality Deficiency Report (PQDR) Analysis of Bell Helicopter OH-58, UH-1, and TH-67 Airframes and Systems, which are required to support the Army's Category I PQDR Program. Period of Performance will not exceed five years (60-months) from date of contract award. Period of Performance for first Task Order will be one year. Based upon market research, this requirement cannot be met by commercial items; therefore, the Government is not using the policies contained in FAR Part 12. Authority Cited: Statutory Authority permitting other than Full and Open Competition for this requirement is 10 U.S.C. 2304(C)(1), as implemented by paragraphs 6.302-1 of the Federal Acquisition Regulation (FAR) entitled- Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be sole source to Bell Helicopter Textron Inc., 600 E Hurst Blvd, Hurst, Texas 76053-8030. The components to be analyzed were developed by Bell Helicopter, and the Government has limited data rights to the Technical Data Package (TDP). Bell Helicopter is the only source capable of providing the necessary support because of their proprietary knowledge, tooling, and TDP.
