Description
This announcement revises PRE-SOLICITATION NOTICE - R11PS30233 to correct the authority to solicit this action on a noncompetitive sole source basis. All other information remains the same. THIS PRE-SOLICITATION NOTICE WILL BE ADVERTISED AS A NONCOMPETITIVE SOLE SOURCE SOLICITATION. The statutory authority for use of other than full and open competition for this transaction is the Test Programs for Commercial Items (section 4202 of the Clinger-Cohen Act of 1996) or the Services Acquisition Reform Act of 2003 (41 U.S.C. 428a). Requirement: The Bureau of Reclamation, Boulder Canyon Operation Office (BCOO), Boulder City, Nevada (Reclamation) has a requirement for annual user maintenance and support as well as annual upgrades and enhancements for RiverWare. (Product Service Code: D302 - Advanced Data Processing (ADP) Systems Development and NAICS Code 541511 Custom Computer Programming Services). It is Reclamation's intent to award a five (5) year, Indefinite Delivery, Indefinite Quantity Type contract, on a sole source basis to the University of Colorado's, Center for Advanced Decision Support for Water and Environmental Systems (CADSWES), 3100 Marine Street, Room 481, Boulder City, CO 80309-0572 to support this requirement. This contract will have a guaranteed minimum award dollar value of $180,000 and a maximum award dollar value that shall not exceed $1,000,000 over the five year performance period. Since 1993, Reclamation, the Tennessee Valley Authority and CADSWES have participated in a collaborative research and development program to develop decision support tools for water management. Riverware is a major application that was developed from this program. RiverWare plays an integral role in the daily scheduling and monitoring of water deliveries along the Lower Colorado River System. The scheduling and monitoring of this volume of water via a system of dams, powerplants and diversion canals requires that RiverWare be operational at all times. To remain operational, annual user support, software upgrades and enhancements are required. Professional software standards are applied to maintain a reliable, robust, version-controlled software product that is exclusively licensed through the University of Colorado Technology Transfer Office. RiverWare is proprietary software that is exclusively maintained, supported developed and enhanced by CADSWES. The support, development and enhancements required by Reclamation are identified annually and require changes to the RiverWare source code to implement. These changes can only be accomplished by CADSWES. As there are no known commercially available applications that can meet the specific needs of Reclamation, the Government intends to solicit this requirement on a noncompetitive basis. This procurement will be awarded using Commercial - Simplified Acquisition Procedures. Award is anticipated to be made in mid June 2011 and run for a five year period ending in June 2016. The resulting contract will be a firm fixed price type. The Government intends to solicit and negotiate with only one source for this requirement. This notice of intent is not a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement.
