- The U.S. Coast Guard Surface Forces Logistics Center, Small Boat Product Line, is seeking sources that can manufacture three (2) each flat bed trailers for our SPC-AIR Airboats. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6 supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This acquisition is being solicited on an unrestricted basis. The NAICS code for this solicitation is 336212 and the Small Business Size Standard is 500 employees. The Solicitation Number for this requirement is HSCG40-11-Q-P-45HC1. All of these boats operate in the Great Lakes area between Sturgeon Bay WI and Burlington VT. Though their primary mission is Ice Rescue they must be able be launched in or out of water. The resultant Purchase Order shall include an option to purchase an additional 3 each trailers (up to total of 6 Trailers). Trailers must meet the following specifications: Maximum weights of the Boats with full outfit, fuel, and electronics are 4,500 pounds. Hull length in 21', beam width is 8'6" Be capable of safely transporting the boat at highway speeds (65 mph) for cross country distances, and shall be designed for frequent launch and recovery on hard surfaces and in a salt-water/fresh-water environment. The trailer shall have a minimum weight rating of at least 20% more than the combined weight of the fully outfitted boat and trailer. The fully outfitted SPC-AIR with trailer shall meet all statutory limits for legal operations on local, state, and federal roadways, including the interstate highway system, without special permits or allowances. Trailer braking system shall be surge hydraulic actuated and outfitted with stainless steel calipers, hardware, and rotors. All brake lines shall be of stainless steel construction. Surge hydraulic actuator shall be rated at least 1600 pounds per square inch and be able to operate up to a triple axle trailer. Tandem axle will most likely meet this application. The trailer shall be aluminum or hot galvanized steel construction. If the trailer is constructed from steel, the hot galvanizing process will be applied after all welding is complete. If any dissimilar metals are fastened or placed in contact with one another, they shall be isolated using a suitable permanent, maintenance free galvanic barrier capable of isolating the two materials. The trailer shall have a minimum of 14 inch wheels and tires rated 10% more than the maximum trailer weight rating. The trailer shall have lighting in accordance with US DOT requirements. US DOT approved reflective material shall be installed along the length of the trailer frame. The trailer coupler shall be a minimum of 2-5/16 inches. The trailer shall be equipped with the following: (a) a retrieval winch with cable, (b) tie down points, (c) tie down straps (d) mounted full-size spare wheel/tire, (e) spare tire changing kit, (f) tongue jack, (g) submersible LED lights (h) the appropriate size and rated hitch for a 2-5/16" ball, and (i) two sets of wheel chocks. Trailer shall be outfitted with a lockable stowage compartment/box to store tie-down straps and tire changing kit. As well as any installed batteries required to operate winch or hydraulics. The trailer shall be fully equipped for submersion during a marine launching including: (a) a fully sealed (watertight) electrical system, and (b) sealed pressurized wheel bearings. Rollers, if used, shall be provided with stainless steel (Type 316) shafts. All stepping surfaces shall have non-skid material permanently applied. The trailer shall contain an appropriate winch and pully system, and tilt-loading ability to facilitate loading and unloading without having to use the tow vehicle to unload the SPC-AIR. The integrated winch shall have a capacity of at least 1.5 times the fully loaded weight of the boat. A weight handling test shall be completed and documented on the winch system. The electric winch must maintain its charge between uses. The offeror must warrant the trailer and all of its component parts against failure for a minimum of one year from the date of delivery to the Government. The warranty agreement must include a statement where the trailer manufacturer will agree to repair and/or replace any failed part of the trailer (excluding tires) at no expense to the Government during the warranty period and that should emergency repairs be required, the manufacturer agrees to reimburse for the costs of the repair, including parts and labor. The Government shall notify the Offeror of any suspected warranty work to initiate a claim and request approval prior to obtaining warranty repairs from any source other than the Offeror. It is anticipated that a competitive fixed-price purchase order shall be awarded as a result of this synopsis/solicitation. EVALUATION Award shall be made without discussions unless the Contracting Officer determines discussions are necessary. Quotations received in response to this synopsis/solicitation shall be evaluated on a best value basis utilizing the following technical, price and price-related factors: (a) Technical/Past performance (b) Price, including shipping charges TECHNICAL: In order to be determined technically acceptable Offerors must submit complete and detailed descriptive literature that clearly demonstrates the proposed trailer meets all performance characteristics identified in this Notice. Failure to submit this information with your response shall render your quotation unacceptable and your quotation shall be eliminated from further consideration. In addition, offerors must references for at least three (3) contracts completed during the past three years or currently in process for the same or similar trailers as are being solicited under this solicitation. Contracts listed may include those entered into by the Federal Government, agencies of the state and local governments, and commercial customers. References other than those provided by the Offeror may be contacted by the Government, including Government databases, to obtain additional information that shall be used in the evaluation of the offeror's past performance. Failure to provide this information with your quotation shall render your quotation unacceptable and your quotation shall be eliminated from further consideration. PRICE: Offerors must submit pricing on their standard company letterhead. Prices are being solicited on an F.O.B. Destination basis. Technical/past performance is significantly more important than price. The following FAR provisions apply to this solicitation. NOTICE FOR FILING AGENCY PROTESTS - United States Coast Guard Ombudsman Program It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the USCG Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103. If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e).
