Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information contained in attached solicitation W912DY-11-T-0153. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) code for this acquisition is 721110. This is a 100% Small Business Set-Aside and only qualified offerors may submit bids. Bidders must be actively registered in CCR with a Small Business designation. The U.S. Army Corps of Engineers Huntsville Center, Huntsville, AL 35816 intends to negotiate a Firm Fixed Price contract for the rental of 3 conference rooms/meeting space, audio visual equipment, light refreshments and 150 guest rooms from 24 May 2011 to 26 May 2011. Guest shall be allowed early check-in (or check in as early as 23 May 2011). Guest Rooms will be individually reserved and billed. 1.Specific Requirements: a. One (1) large conference room (classroom-style layout with no more than 5 people per 8' table) to accommodate 200 guests (0800-1700) b. Two (2) medium size breakout rooms to accommodate 50-70 guests (0800-1700) c. One Hundred-Fifty (150 guest rooms (at or below per diem rate). * Room blocks (no penalties for attrition or cancellation): d. Light Refreshment 24-25 May 2011 (morning and afternoon) and 26 May 2011 AM ONLY (submit menus requested to include quantities and cost) * Water/coffee inside or adjacent to meeting/breakout rooms e. Audio/visual support as follows Three (3) Projector and screen Three (3 ) A/V Carts Three (3) Power strip Three (3) wireless microphones Four (4) flipcharts Three (3) podiums Sound system Internet access (computer/DVD connectivity) Two Roving microphones Access to Business Center w/printer capability. f. Registration booth/table (2x8') within proximity to check-in area beginning 23 May 2011 (1300-1800) and 24-26 May 2011 (0700-1730) until close of conference g. Lounge/Cash bar for a No-host icebreaker for approximately 75 guests on Tuesday, May 24, 2011 (1700-1900) h. Additional/Other Amenities: Hotel registration website. Early check-in/Late check-out. Airport Shuttle Service/hotel transportation Free internet in rooms. 2. Please, identify any discount programs available to conference attendees or additional conference add-ons as provided by typical conference agreements. 3. Guest rooms will be paid for by individual Government Travel Card and will NOT be considered in the evaluation of price. 4. Third-party vendors submitting proposals MUST include a minimum of one on-site personnel for the entirety of the event at no additional cost to the government. 5.Recommended Hotel should be within walking distance (one mile max) of The Magnificent Mile, close to public/mass transportation (Elevated Train The "L" is preferable), restaurants and shopping facilities. The Government designated representative reserves the right to inspect the selected hotel for adequacy. Final determination will be made by the Contracting Officer (KO) based on the criteria outlined in this notice. Only Hotels that rate three star or higher according to AAA (http://midatlantic.aaa.com/?zip=20747&stateprov=md&city=district+heightsor) or Forbes Travel guide (http://www.forbestravelguide.com/about-the-rating-channel.htm) will be given consideration. In addition, if the property has encountered past performance issues as listed at the following link: http://bedbugregistry.com/ and Fedbid.com, will weigh heavily in making determinations. 6.All Bids shall be valid for 30 days from the closing date for this solicitation. No exceptions or qualifications. 7.Standard Government Per Diem applies, in order to be considered for this award. The Federal Government is tax exempt. The purchase order issued from this award will be proof of doing business with the Federal Government for tax purposes. 8.All interested offerors are encouraged to submit questions and literature regarding the property offered to Shirley.a.burke-mitchell@usace.army.mil and Michael.k.alexander@usace.army.mil. Late proposals/quotes will not be considered. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) ADENDUM to 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) Paragraph (d) is added to read as follows: Proposals will be evaluated in accordance with FAR Parts 12 and 13 to determine the best overall value for the Government. The Government will award a FFP contract resulting from this solicitation to the responsible offeror whose proposal will be the most advantageous (best value) to the Government, price and other factors considered. A. BASIS FOR CONTRACT AWARD (1) Subject to the terms and conditions herein, award will be made based on the best overall value proposal. The Contracting Officer will make an integrated assessment and best value decision based upon 1) Availability Dates, 2) Location (including close Proximity to Magnificent Mile) 3) Past performance, 4) Price, and 5) Additional hotel amenities/Concessions -safety, public transportation, shopping. Availability dates, location, past performance, and amenities offered will be more important than price. (2) The proposals shall be clear, concise, and include sufficient detail for effective evaluation and to substantiate the stated information. (3) The Government intends to evaluate proposals and award a contract without discussions with the offerors. Therefore, the offerors initial proposals should contain the offerors most favorable terms and reflect its best possible performance potential. The Contracting Officer may clarify all information submitted in response to the solicitation, as necessary, to evaluate the proposals, and notwithstanding these clarifications, the Contracting Officer retains the right to award without discussions. (4) By submission of an offer, the offeror assents to all solicitation requirements, including terms and conditions, representations and certifications, and those identified as evaluation factors. Failure to meet a solicitation requirement may result in an offer being determined non-compliant and/or technically unacceptable and therefore, may result in the offeror being eliminated from further consideration. Offerors must clearly identify any exception to the solicitation terms and conditions and provide accompanying rationale. (5) The offeror shall possess all required certifications, be determined responsible IAW FAR 9.104, and present the best value to the Government given the evaluation criteria specified in the solicitation. B. FACTORS AND SUB-FACTORS TO BE EVALUATED (1) Evaluation Factors The relative importance of the evaluation factors is as follows: (a) Availability Dates and location is more important than Past Performance. The non-price evaluation factors, when combined are significantly more important than Price. (b) Price. Proposals shall be detailed/complete, reasonable and balanced.
