Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation W912JB-11-T-8001 is being issued as a Request for Quotation. (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-36. (IV) This acquisition is reserved for a Small Business concerns; however, in the event that no Small Business concerns can meet the requirement the set-aside will be withdrawn and an award will be made to a Large Business. The associated NAICS code for this acquisition is 721110, standard industrial classification 7011, small business size $7.0 Million. (V) This is a firm fixed price requirements type contract for non-personal services to provide all personnel, supervision and all other items and services necessary for conference rooms, meals, and lodging for up to 25 couples and five family program staff members. Check in Friday, 29 April 2011; checkout Sunday, 1 May 2011. Include a list of amenities and any areas of interest for the couples attending the conference. Areas of interest may include those at the hotel or in a nearby local location. Conference room, meals, and lodging for up to 25 couples and 6 additional family program staff members: CONFERENCE ROOMS: One meeting room to accommodate up to 56 guests; available in evening on Friday, all day Saturday and half a day Sunday (morning). Require microphone and must have internet access in conference room. REFRESHMENTS: Ice water and coffee provided in mornings. Ice water/tea and light snack (i.e. fruit, cookies, brownies) provided for Saturday afternoon. BUFFET MEALS: Serve a hot dinner buffet for approximately 56 adults on Friday. Minimum foods to be included are one meat, one pasta dish, one potato, one vegetable (examples: roast beef, chicken, lasagna, potato, vegetable, salad, dessert) and two varieties of soda or water. Serve a hot breakfast buffet on Saturday and Sunday for approximately 56 adults each day. Minimum foods to be included are cooked eggs, potatoes, meat, pancakes, juice and milk. Serve a hot lunch buffet for approximately 56 adults on Saturday. Minimum foods to be included are one type of pasta, meat, salad, potato, vegetable and two varieties of soda or water. LODGING: Hotel/Resort to be located within 25 miles of Benton Harbor, MI. Lodging facility must be able to offer up to 30 guest rooms for two adults each. Offeror to include a list of amenities that the hotel has to offer for the couples (i.e. pool, spa, etc) and any areas of interest at the hotel or in a nearby local location for couples attending the conferences. Please provide a cancellation policy: Government needs to know a cancellation date that applies without penalty. (VII) FOB point is Origin. (VIII) The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. (IX) The following provisions in their latest editions apply to this solicitation: FAR 52.212-2, Evaluation - Commercial Items. The following factors will be used to evaluate offers: (1.) Availability of amenities, (2.) Menu, (3.) Price, and (4.) Cancellation policy. The Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in the best interest of the Government. (X) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. (XIII) The Department of Labor Service Contract Act Wage Determination (Food & Lodging) WD 96-0106 (Rev.23) dated 02/01/2011 (for Berrien County) is currently incorporated into this solicitation; however, the current prevailing Wage Determination for the resort/hotel will be incorporated at the time of award. NOTE: On 9 June 2010 the DOL announced a change to the Service Contract Act (SCA) Health & Welfare benefits; the rate increased to $3.50/ hour. Offerors are requested to submit questions to the E-mail address noted below by no later than 1:00 P.M. EST, 11 March 2011. Terms of the solicitation and specification remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of the solicitation shall apply.
