- This announcement constitutes a Sources Sought (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Walla Walla District is seeking business sources for a service requirement entitled: Asset Management Consulting Services. Consideration is being given to issuing a Firm Fixed Price contract. The purpose of this sources sought notice is to determine interest and capability of potential small and large businesses relative to the North American Industry Classification code (NAICS) 541330. The Small Business size standard for this NAICS code is $4.5 million. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will depend on the responses to this sources sought synopsis. SUBMISSION REQUIREMENTS FOR SOURCES SOUGHT: Interested statements shall be limited to five pages and shall include the following information: a.Firm's name, addresses, point of contact, phone number, and email address. b.CAGE Code, DUNS number, and Employment/Tax Identification Number (EIN/TIN). c.A capability statement expressing interest in proposing on the solicitation when it is issued, describing the company and its specialized experience with the Bureau of Reclamation, US Army Corps of Engineers, and/or public utilities. d.A statement detailing any special qualifications or certifications, applicable to the scope of services requested, held by the in-house personnel of the firm expressing interest. e. A list of the firm's current or past specialized experience similar to or the same as the summary scope of services for this requirement performed in the last five years. Assessments focus on programs that improve overall operating project reliability and production availability, predictive and preventative maintenance, inspection, material management and control, asset performance maintenance, benchmarking, life cycle asset management, and computerized maintenance management systems (CMMS). Specialized experience would be through assessments of large industrial plants/complexes or multipurpose hydropower plants with navigation, recreation, flood damage reduction, and/or environmental stewardship (fish and wildlife) missions. The firm would assess the current status of our life cycle asset management program by reviewing our systems, structure, and processes to identify gaps and provide a strategic plan for improvement. Process review may include: a.Work Control/Work Order Process. Review of our management and documentation of maintenance activities. b.Planning Process. Review of our scheduling and coordination of work between Operations and maintenance. c.Preventive and Predictive Maintenance Program. Review of our asset maintenance program to include asset types, attributes, hierarchy, and criticality as well as effectiveness of preventive and predictive maintenance job plans. d.Materials Procurement, Management and Control. Review of our procurement, warehousing (spares, replacement parts, and supplies), and inventory control processes. e. CCMS. Review of our alignment of our CCMS with our work order process. e.Organizational Structure Review. Review of our to-be organizational structure to ensure it is aligned with workflow. g. Configuration Management Process. Review process for making changes to assets to optimize service life and ensure decisions that impact reliability, maintainability, life cycle costs, and asset performance are made through analysis of valid data. h. Budgeting Process. Review of budgeting process with respect to maintenance requirements. i.Management Reporting Process. Review of reports used by management to measure the effectiveness of processes, operations, and asset performance. The final deliverable would be a detailed report describing all findings, deficient areas, and an action or implementation plan for improvement.
