Description
This notice serves as market research in accordance with FAR Part 10. The Department of Defense Counter-Narcoterrorism Technology Program Office (CNTPO) has a need for a Precision Geo-Location (PGL) services capability. PGL is a focused effort utilizing sensing/imaging technology capabilities and employment methods that when integrated can determine the precise location of a device emitting an identifiable energy signature. The PGL mission is separated into three distinct elements: (1) full time Afghanistan deployment, (2) global deployments on an as required basis, and (3) capabilities enhancements. All efforts are in support of Law Enforcement Agencies (LEA). (1)Afghanistan: Includes maintaining a work force of at least three (3) personnel on-site for the duration of the contract in a 24 hr / 7 days a week readiness state. There is the potential for the team size to reduce or surge based on mission requirements. Sufficient time will be provided for the contractor to decrease or increase the support requirements. The team will be based out of Kabul and will be responsible for lodging, meals, and local transportation. It is the Government's intent to provide two armored vehicles for PGL equipment mounting to support missions in the Kabul vicinity. During missions, at least one DEA agent shall be in the vehicle. Any deployments to forward operating bases (FOB) outside of Kabul, the lead LEA will be responsible for life support and transportation requirements. Deployed operators shall be capable of operating either terrestrial or airborne PGL equipment. (2)Global: Maintain a work force of at least two (2) personnel with up-to-date working knowledge of equipment. Personnel shall be ready to deploy anywhere in the world within seventy-two (72) hours. These missions may last thirty (30) to ninety (90) days and utilize terrestrial and/or airborne PGL equipment. (3)Capability Enhancements: As technology evolves or capability deficiencies are identified, these gaps must be filled in order to successfully accomplish the PGL mission. The contractor will be expected to identify the technology shortfalls and recommend solutions or "proof of concept" developments in order to fulfill the mission needs Contractor personnel deploying must have an active SECRET clearance. Contractor shall have facilities to properly secure and maintain both Government Furnished and contractor acquired equipment; an infrastructure to support access to Government secure networks; the ability to respond to and provide solutions and associated costs within a 40-hour response time. Contractor is expected to supply their personnel with all necessary weapons for personnel safety; necessary non-life threatening medical support; tools and manufacturer contacts required to maintain identified equipment; and General Purpose Office Equipment (GPOE) to include communications. Responsible sources may identify their interest and must clearly demonstrate it and all subcontractor's capability to respond to the requirement. At a minimum, interested parties must demonstrate the following capabilities: (1) currently available personnel with the requisite qualifications to satisfy this requirement (2) ability to meet surge requirements; (3) available facilities and infrastructure. This request for information is not a request for competitive proposals and no proposals will be entertained. However, all capability statement responses received within fifteen (15) days after date of publication of this sources sought will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
