Description
Awards will be made as grants, cooperative agreements, and inter- or intra-agencytransfers depending on the nature of the proposing organization and/or projectrequirements. The period of performance for an award may be one to five years. Note thatit is NASA policy that all investigations involving non-U.S. organizations will beconducted on the basis of no exchange of funds. An optional pre-proposal teleconference will be held on May 2, 2011 from 1:00 p.m.Eastern Time to 3:00 p.m. Eastern Time. Prospective proposers are requested to submitany questions in writing to CP4SMP@jpl.nasa.gov no later than 4 business days before theteleconference so that NASA will be able to cover as much information as possible at theteleconference. NASA plans to post written questions and answers and teleconferencecharts to the NSPIRES website.An opportunity to ask questions and solicit clarificationwill be provided in the teleconference. To dial into the teleconference, call1-888-469-1385. The participant passcode is CP4SMP. For relay services for the hearingimpaired, call 711 at least 30 minutes before the call is to begin.Only non-profit informal education institutions, i.e. IEI, located in the United Statesor its Territories that provide science, technology, engineering and mathematics, i.e.,STEM programming including exhibits are eligible to apply for this NASA ResearchAnnouncement, i.e. NRA. An eligible institution does not need to have the words museum,visitor center, science, or planetarium in its legal name. No later than the due date forproposals, applicant entities to the NRA are required to have:1--a Data Universal Numbering System DUNS--number,a valid registration with the Central Contractor Registry or CCR, a valid registration with NASA Solicitation and Proposal Integrated Review and EvaluationSystem or NSPIRES--including for any entities proposed to receive subawards or contracts.Consult Section VII. Eligibility Requirements of this NRA for the complete detailedexplanations and caveats related to institutional eligibility. Principal Investigators(PIs) must be the President, Vice President, Chief Executive Officer, Chief FinancialOfficer, Chairman of the Board, or similarly ranked executive from an eligibleinstitution. NASAs Office of Education, Integration Division, Informal Education Program, incooperation with NASAs Offices of Communications and Chief Technologist and MissionDirectorates e.g., Aeronautics Research, Exploration Systems, Science, and SpaceOperations, solicits proposals for uniquely NASA informal education projects, exhibitsand/or partnerships with K-12 schools to inspire science, technology, engineering and/ormathematics or STEM learning. This NRA or solicitation seeks projects featuring NASA-themed content in spaceexploration, aeronautics, space science, Earth science, or microgravity, or a combinationof these topics to support NASA education outcomes. The Mission Directorates cooperatingwith this NRA have identified content priorities aligned with the NASA Strategic Plan.Consult Section IV. Technical Content Description for Mission Directorate priorities. Proposals also should address substantiated such as through an existing needs assessment, national, regional or local educational needs or challenges and offer solutions withpotential for significant impact. Proposed projects should address the NASA Education Strategic Coordination FrameworksOutcome 3, which relates to formal and informal education partnerships. Partnerships withK-12 schools to support inquiry-based education are highly encouraged. Partnerships withTribal Colleges and Universities or TCU and other minority serving institutions arehighly encouraged. See Appendix C of this NRA for partnership discussion.Examples of eligible projects include but are not limited to: exhibits, i.e. permanent,traveling, or virtual, STEM programming serving educators, students, youth, parents, andthe general public; STEM programming for informal education providers and staffprofessional development such as youth groups, out-of-school-time programs, youth groupleaders, workshop or activity leaders, curriculum developers, docent managers, exhibitdesigners, library professionals, community education leaders, education and publicoutreach professionals; informal learning research in STEM, informal education programs,data usage and analysis; curriculum support for informal science education, technologydevelopment, performing arts, or activities that are focused on targeted populations,such as women, minorities, and persons with disabilities.Grantee institutions have the responsibility for budgeting and documenting compliancewith Code of Federal Regulations, 14 CFR1230, commonly referred to as the Common Rulefor the Protection of Human Subjects.Research to develop NASA-themed exhibits,programs, curriculum products, etc., may involve full human subjects review through anInstitutional Review Board or IRB or it may be exempt.An IRB also certifies whenresearch is exempt. Every organization that intends to submit a proposal in response to this NRA must beregistered with NSPIRES. Electronic submission of proposals is required by the due dateand must be submitted by an authorized official of the proposing organization. Suchregistration must identify the authorized organizational representative who will submitthe electronic proposal. All principal investigators and other participants such asco-investigators or evaluators must be registered in NSPIRES regardless of submissionsystem. Potential proposers and proposing organizations are urged to access the systemswell in advance of the proposal due date to familiarize themselves with its structure andenter the requested information. Electronic proposals may be submitted via the NASA proposal data system NSPIRES or viaGrants.gov. Organizations that intend to submit proposals via Grants.gov must beregistered 1-- with Grants.gov and 2--with NSPIRES. Additional programmatic information for this NRA may develop before the proposal duedate. If so, such information will be added as a Frequently Asked Question or FAQ orformal amendment to this NRA and posted on http://nspires.nasaprs.com. It is theproposers responsibility to regularly check NSPIRES for updates to this NRA.
