Description The National Cancer Institute (NCI), Division of Cancer Control and Population Services (DCCPS), Applied Research Program (ARP), plans to procure on a sole source basis with American Public Health Association, Inc., 800 I Street, NW, Washington, DC 20001, for services regarding The Science of Research on Discrimination and Health Theme Journal Issue. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 511120 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from date of award. The National Cancer Institute (NCI) is developing a theme issue to highlight recent research and conceptual papers that focus on discrimination and health. The National Cancer Institute requires a multidisciplinary journal with high impact to disseminate scientific manuscripts generated from the 2 1/2 day meeting, titled The Science of Research on Discrimination and Health, that examined racial/ethnic discrimination and health. The issue will feature papers from the NIH sponsored conference that was held on for February 2-4, 2010. The specific purposes of the theme issue are (1) to disseminate results of recent research that examines the role that racial/ethnic discrimination plays in receipt of health care services and its contribution to racial/ethnic disparities in health and health status; (2) stimulate interest and encourage additional research in this topic area; (3) and to disseminate information on gaps in current knowledge to inform future research. Topics include systematic review of the scientific literature on discrimination and health, and papers that focus on the health consequences or impact of institutional racism, implicit bias, stereotype threat and perceived discrimination. The theme issue will feature papers that addresses methodological and measurement issues inherent in study the impact of racial/ethnic discrimination. The AJPH is uniquely qualified to publish this journal issue because of its multidisciplinary audience, high impact factor (i.e. a measure of the frequency with which articles published in the journal are cited with-in the 2 year period immediately following publication) and high quality of the peer review and resultant published research. In 2009 the AJPH’s overall impact factor was 4.371 and the journal was ranked #2 of 95 journal titles in Public, Environmental and Occupational Health category of the Thomson Reuters Journal Citation Reports-Social Sciences Edition and #9 of 122 journal titles in the Science Edition. The Special Libraries Association lists the AJPH as one of the 100 most influential journals in biology and medicine over the past 100 years. No other known journals to the NCI with a public health focus that also has the wide distribution to the targeted group of health scientist, health professionals and health policy makers or that has demonstrated the impact that AJPH has had on the scientific literature on public health was found. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on April 18, 2010. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
