- PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement for Systems Engineering Support and Integration (SE&I) Services to aide in the development and integration of the Joint Land Component Constructive Training Capability (JLCCTC) Army Command and Staff training federations to include the Entity Resolution Federation (ERF) and Multi-Resolution Federation (MRF). The JLCCTC SE&I team works closely with PEO STRI and National Simulation Center (NSC) Government representatives, components/federate developers and users to support the full capability development process. The JLCCTC SE&I team must possess a highly specialized knowledge base and skill base to effectively support Command & Control (C2) system stimulation in support of Army and Joint Command and Staff training. The JLCCTC SE&I team provides systems engineering, technical, and functional Subject Matter Expertise (SME) to support the integration of the following capabilities within JLCCTC: -After Action Review (AAR) Component -Multiple Unified Simulation Environment (MUSE) -Extensible C4I Instrumentation Suite (ExCIS) -Joint Deployment and Logistics Simulation (JDLM) -Warfighters' Simulation (WARSIM) -Fires Support Simulation (FIRESIM) -One Semi-Automated Forces (OneSAF) -Joint Training Data Services (JTDS) Order of Battle Service (OBS) Additionally, the JLCCTC SE&I team provides technical and SME support for Federation Infrastructure operations and diagnostics, systems administration, data communications/networking, Systems of Systems Engineering (SoSE), test planning and integration. A combined functional, technical and military operational background is crucial in certain functional areas to ensure simulation capabilities meet Warfigher expectations. In particular, direct military experience in the highly complex Sustainment and Logistics (LOG) and Indirect Fires (FIRES) functional areas enables JLCCTC systems engineers to meet user expectations. In addition to directly applicable military experience, the JLCCTC SE&I team must have a strong software development and systems engineering background in simulation federation tools and infrastructures such as the High-level Architecture (HLA), to include HLA Run-Time Infrastructures (RTI's) and Distributed Interactive Simulation (DIS). Knowledge of both time managed and non-time managed federations is necessary for the SE&I team to support both the MRF and ERF product lines. The ability to build military scenarios for execution in the JLCCTC ERF using the JTDS OBS is also required. In addition the SE&I team provides facility network designs, sets up and configures networking infrastructure, diagnoses data communications and networking issues/errors and provides remedies. This networking and data communications support is conducted locally at the PEO STRI Joint Development and Integration Facility (JDIF) and at additional distributed sites. The JLCCTC SE&I team must also provide configuration, technical operations, and diagnostic support to the Live, Virtual, Constructive - Integrating Architecture (LVC-IA) program's integration efforts. As such, a level of knowledge and expertise of the LVC-IA federation infrastructure and tools, to include the HLA RTI, sufficient to perform rapid diagnostics of complex inter-federate integration issues is critical to this effort. The JLCCTC SE&I team requires a wide range of systems engineering, software development and data communications skills, combined with extensive military background and knowledge. This skill set will enable the JLCCTC SE&I team to provide a unique capability base upon which PEO STRI draws support in executing the full range of JLCCTC development and integration tasks. ACQUISITION APPROACH: The Government anticipates awarding a Firm Fixed Price contract under NAICS code 541330 - Engineering Services. The Government anticipates a five-year period of performance consisting of one base year period and four one-year options. RESPONSES REQUIRED: All interested contractors must provide a written capability statement of no more than ten pages to the contract specialist identified below by Wednesday, 18 April 2011 at 4:00 p.m. Eastern Time. The capability statement should include the following information: -A description of the background, experience, and skills of the projected personnel to provide the combined systems engineering and military functional expertise for the LOG and FIRES functional areas. -A description of the of the background, experience and skills of the projected personnel to provide the combined systems engineering services for the After Action Review (AAR), Multiple Unified Simulation Environment (MUSE), Warfighters' Simulation (WARSIM), and One Semi-Automated Forces (OneSAF) functional areas. It is highly desired that these individual have significant software development expertise. -A description of expertise and skills of the projected personnel of the systems engineering team relevant to time managed and non time managed HLA federations as well as simulation federation infrastructure to include operations and diagnostic of HLA RTIs. -A description of the background, experience and skills of the projected personnel to provide combined simulations and networking expertise for detailed setup and configuration of JLCCTC network devices to include switches and routers. -Company small business size status under NAICS 541330, if applicable. -Any other information that clearly demonstrates the respondent's capabilities, expertise, and experience to perform the requirements.
