Description
The NETCOM/9th Signal Command (Army) has a requirement for non-personal services for local telephone exchange services for the Picatinny Arsenal, NJ. The proposed contract is for a base year with four one-year options. Potential offerors must be certified by the State of New Jersey to provide local exchange services. Services under this solicitation shall include, as a minimum but not limited to, local access for commercial subscriber lines, digital access trunks, local exchange digital (ISDN PRI) trunks, transport channels, foreign exchange trunks and directory number and number portability. All responsible sources may submit an offer that shall be considered. Sources responding to this requirement must indicate in writing whether they are a large, small, disadvantaged and /or women-owned business. For this acquisition, a concern will be considered small under SIC code 4813 with size standard of 1500 employees - NAICS 517110. This requirement shall be a commercial, fixed price type contract. The solicitation is anticipated to be released on or about 11 April 2011. The solicitation can be viewed and downloaded from the Army Single Face to Industry (ASFI) Acquisition Business Website. The web address is: https://acquisition.army.mil/asfi/, select Contracting Opportunities Search, then select ACA, ITEC4-West as the contracting activity or search by the solicitation number. All questions related to this notice must be submitted in writing via fax or e-mail to the Contracting Officer. The Government will conduct a pre-proposal conference and site visit on 05 May 2011 at 09:00 AM at the Network Enterprise Center, Building 173, Picatinny Arsenal, NJ. Potential offerors are strongly encouraged to attend the conference/site visits. Offerors planning to attend are required to notify the Contracting Officer, in writing, of all attendees names (not to exceed three per company) prior to 29 April 2011. An e-mail response is preferred. Questions pertaining to the solicitation package should be submitted to the Contracting Officer prior to the pre-proposal conference. Directions and security requirements will be sent to only those individuals who have confirmed their attendance with the Contracting Officer.
