Description
1. Great Southern Engineering (GSE) shall perform Architect-Engineering (A-E)services provided under this procurement listed in the range of tasks, a thru d, outlinedbelow: a.Restoration Services: Perform restoration activities at Michoud AssemblyFacility that include the following: preparation of work and management plans, providingtechnical support and consultation, providing remediation activities, conducting fieldinvestigations and samplings, preparing analytical sampling and testing, developing riskand ecological assessments, developing and monitoring well installations, characterizingand determining extent of contaminations, providing services associated with theoperation and maintenance of treatment systems, and community outreach support. Allrestoration services shall comply with the Comprehensive Environmental Response,Compensation, and Liability Act (CERCLA), the Resource Conservation and Recovery Act(RCRA), and other appropriate regulations and laws. b.Compliance Services: Conduct compliance audits and inspections to evaluateenvironmental operations, program strengths and weaknesses, and program objectives. Provide environmental compliance training to NASA personnel and environmentalprofessionals. c.Management System Services: Provide support to the existing environmentalmanagement system. Support shall include supporting document preparation andmaintenance, managing environmental records, and conducting ISO 14001, EnvironmentalManagement System audit activities and training. d.Communications Support Services: Provide NASA-wide communications support foractivities related to environmental remediation, community involvement, sustainability,real property activities, and database planning and management. Provide support to NASAat the Santa Susana Field Laboratory (SSFL) in Ventura County, California. GSE shallwork with NASA to plan, coach on appropriate public responses, and provide public meetingpresentation materials for various community meetings in support of the SSFL cleanupproject.2.0Specific Environmental Engineering Services to be purchased through Task Orderswill be specified by the Government through the use of project Task Plans in accordancewith procedures set forth in the basic contract. 3.0Data Requirement DeliverablesGSE shall report and document this work. GSE shall determine the datarestriction that applies to each data deliverable and mark or transmit the datarestriction.GSE shall provide an On-Site Employee Location Listing.GSE shall provide technical information concerning any invention, discovery,improvement, or innovation made by the contractor in the performance of work under thiscontract. Technology Reports shall be prepared.GSE shall prepare and deliver Contractor Employee Clearance Documents.GSE shall prepare and submit a Monthly Progress Report.GSE shall prepare and deliver Position Risk Designation for Non-NASA Employee.GSE shall establish and implement an industrial safety, occupational health, andenvironmental program that (1) prevent employee fatalities, (2) reduce the number ofincidents, (3) reduce the severity of employee injuries and illnesses, and (4) protectsthe environment through the ongoing planning, implementation, integration and managementcontrol of these programs in accordance with the MSFC SHE core program requirements,including their sub-elements. The SHE Plan shall address each of the following MSFC SHEcore program requirements, including their sub-elements, in sufficient detail that areapplicable to the contracted effort. Include a matrix that identifies where each MSFCSHE core program requirement, including their sub-elements, is addressed in thecontractors SHE Plan: a.CPR 1 - Management Leadership and Employee Involvement.b.CPR 2 - Worksite Analysis.c.CPR 3 - Hazard Prevention and Control.d.CPR 4 - Safety, Health and Environmental Training.e.CPR 5 - Environmental Compliance.GSE shall report mishaps and safety statistics to the MSFC Industrial SafetyBranch. GSE shall submit directly into the NASA Incident Reporting Information System(IRIS) or shall use the forms or electronic equivalent to report mishaps and relatedinformation required to produce the safety metrics.
