Description

Statement Of Work (i) This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items, and as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) Solicitation number HSCG40-11-Q-60307 applies, and is issued as Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. (iv) This solicitation is unrestricted. The North American Industry Classification System (NAICS) code is 721110 and the size standard is $30.0mil for the requirement. U.S. Coast Guard Surface Forces Logistics Center intends to award a Firm Fixed Price Contract. Parties responding to this solicitation who believe they can provide this requirement, may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company's complete mailing and remittance addresses, 2) discounts for prompt payment if applicable 3) cage code, 4) Dun & Bradstreet number, 5) Taxpayer ID number. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (Mar 2011) with their offer. (vii) 52.212-2 Evaluation-Commercial Items (Jan 1999). - This is a commercial item acquisition. The evaluation and award procedures in FAR 13.106 apply. The award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: TECHNICAL EVALUATION FACTORS 1. Offers shall be located within a 15 mile driving radius. 2. Offers shall meet the Hotel and Motel Fire Safety Act of 1990 and be listed on the Hotel/Motel Master List. 3. Meet at a minimum, the requirement of two star for Forbes (formerly Mobil) Travel Guide rating or two diamonds for an American Automobile Association (AAA) rating; and include free parking for 10 vehicles. Lodging will include daily cleaning, change of linen, and replenishment of toiletries. SUBMISSION REQUIREMENTS 1. Offeror shall submit a Firm-Fixed Price quote. 2. Offeror shall be listed on the Hotel/Motel Master List for Fire Safety Act of 1990 3. Offeror shall provide proof of meeting the two star Forbes (formerly Mobil) Travel Guide rating or two diamonds for an American Automobile Association (AAA) rating; and state parking will be free and available for 10 vehicles and lodging will include daily cleaning, change of linen, and replishment of toiletries. 4. Failure to provide submission requirements may result in the Contractors offer being omitted and not being considered for award. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract.
