Description
REQUEST FOR INFORMATIONVISUAL RESOURCE INVENTORY 52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997)(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.(b) Although 'proposal' and 'offeror' are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.(c) This solicitation is issued for the purpose of: Bureau of Land Management, Department of the Interior, Colorado State Office, Lakewood, Colorado has a requirement for a Visual Resource Inventory, located in the Little Snake and White River Field Offices in northern Colorado. The successful contractor shall furnish all labor, equipment, supplies and materials necessary to facilitate a visual resource inventory per the attached draft statement of work. NAICS code is 541320 Landscape Architectural Services; size standard is $7.0 million. Estimated period of performance for the inventory and draft final report is 60 calendar days. Additional time will be available for the final report. THIS IS NOT AN INVITATION FOR BID/ REQUEST FOR PROPOSAL. The intent of this request for information is to identify potential offerors for this project, determine the potential methodologies and estimate total cost. A determination by the government on how to compete this proposed action based on the responses to this notice is solely within the discretion of the government. All responsible sources may submit their qualifications, including the following information via email to sdawson@blm.gov or facsimile 303-239-3699: 1. Size of business (large/small); 2. Socio-economic criteria (8(a), HUBZone, SDVO, WOSB, or small business); 3. Travel logistics methodology including a brief description of the Contractor's travel/photo strategy for attaining the necessary photos from key inventory observation points for each scenic quality rating unit; 4. Estimated costs based on schedule; and 5. Statement of contractor's past performance of the same or similar work. All responsible sources may submit a response; telephone inquiries and/or responses will not be accepted. Responses shall be accepted through close of business on Friday, April 15, 2011.
