- The Forest Service intends to release solicitation AG-0116-S-11-0072, for the Willie Boy Pre-Commercial Thinning (PCT) project. If the solicitation is released, it will be released through this FedBizOpps website on or after April 18, 2011. The Forest Service reserves the right not to release a solicitation. This notice meets the requirements of FAR 5.201. NOTE REGARDING FEDBIZOPPS LISTINGS. The FedBizOpps website has three separate listings for the Forest Service in Alaska. These are (1) R-10 Alaska Region, Juneau, AK; (2) R-10 Chugach National Forest, Anchorage, AK; and (3) R-10 Tongass National Forest, Ketchikan, AK. Prospective bidders are advised that these three listings are not purely geographic and that a requirement on either the Chugach (Anchorage) or Tongass (Ketchikan) National Forest may be posted under the Regional Office (Juneau) listing. Thus, prospective bidders seeking Forest Service opportunities in Alaska should visit both the appropriate Forest listing (Anchorage or Ketchikan) as well as the Regional listing (Juneau). The solicitation contemplated by this notice will appear under the Ketchikan listing. PROJECT DESCRIPTION. The purpose and intent of this contract is to secure services for pre-commercial thinning of approximately 977 acres of conifer reproduction, approximately 21 to 31 years old. The Contractor must furnish all labor, equipment, housing, subsistence, supervision, transportation, operating supplies, and incidentals except those items listed as Government-furnished property. PROJECT LOCATION. All items are on north Prince of Wales Island, in the Red Bay area, along Forest Roads 20, 2083, 2079010, 2079310, 2000805, 2083100, 2000840, and 2000850. Prince of Wales Island is part of the Thorne Bay and Craig Ranger Districts, Tongass National Forest, Alaska. The project is approximately 54 air miles northwest of Thorne Bay. Ketchikan is accessible via Alaska Airlines and the Alaska Marine Highway System. Commercial floatplane services, based in Ketchikan, fly passengers and freight to communities and logging camps located on Prince of Wales Island. The Inter-Island Ferry system provides vehicle and passenger service between the Hollis ferry terminal on Prince of Wales Island and Ketchikan. A paved/gravel road system connects Hollis to most communities and logging camps located on Prince of Wales Island. During the winter months, only the roads connecting the communities of Hollis, Craig/Klawock, and Thorne Bay are maintained and passable. Barge lines in Seattle, Washington transport materials and equipment to Thorne Bay, Craig and Ketchikan. Because of the uniqueness of Southeast Alaska regarding access, logistics, and service points, it is strongly recommended that prospective Contractors adequately familiarize themselves with the area to help determine mobilization costs, living, and travel expenses. SOLICITATION DETAILS. The following preliminary details are subject to change in the actual solicitation. Contract type: firm-fixed-price. Period of performance: 140 days. Solicitation type: Request for Proposal. OBTAINING A SOLICITATION. Prospective offerors are expected to obtain the solicitation from the Internet. AUTOMATIC NOTIFICATION. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) has replaced the plan holders lists that were previously available with solicitation packages. Follow this procedure for EACH project of interest.
