Contract Information This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The A-E services will consist of geotechnical engineering design, subsurface investigations and project inspection within or assigned to the San Francisco District, US Army Corps of Engineers. Up to two indefinite delivery contracts will be negotiated and awarded, each with a base year and four option years. The annual amount of each contract is $800,000.00 and if all (4) option years are exercised will not exceed $4,000,000. Work will be issued by negotiated firm-fixed-price or labor-hour task orders. The contracting officer will consider the following factors in deciding which contractor will be selected to negotiate an order: performance and quality of deliverables under the current contract, current capacity to accomplish the order in the required time, uniquely specialized experience, and equitable distribution of work among the contractors. The contracts are anticipated to be awarded in September, 2011. North American Industrial Classification System code is 541330 -- Engineering Services, which has a size standard of $4,500,000.00 in average annual receipts and 541380 -- Geotechnical Testing Laboratories which has a size standard of $ 12,000,000.00 in annual receipts. This Solicitation is for one contract that is restricted to Small Business concerns only and one contract that are open to unrestricted competition. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR). Required Services. Work under this contract consists of geotechnical design, investigation, and inspection, mainly for civil works projects such as flood control and dredging. Design work will include but not be limited to the design of soft ground foundations, seismic design, embankments and cut slopes, retaining structures, pavements, shallow foundations, slope protection, geo-synthetics, soil stabilization, and site drainage. Work will be performed in accordance with applicable U. S. Army Corps of Engineers standards as well as other recognized industry standards. Subsurface investigations may include soil sampling, rock corings, geophysical investigations, and design, installation, and data collection/interpretation of geotechnical monitoring instrumentation. Soil sampling and rock coring may be conducted either on land or under water. Underwater work may be in rivers, bays, or in the ocean. Project inspection under this contract includes levee and dam safety services such as routine and periodic inspections. Additional inspection work will include Quality Control (QC) and Quality Assurance (QA) inspection and testing for projects that are under construction. As part of subsurface investigation and inspection, geotechnical laboratory testing may be required and will include, but not be limited to, visual and laboratory classification, classification testing and determination of moisture-density relations, Atterberg limits, mechanical sieve analysis, sieve hydrometer analysis, specific gravity, direct shear testing, triaxial shear testing, unconfined compression testing, consolidation testing, laboratory and field compaction testing, and other deformation testing. Submitting firms shall include information on proposed drilling equipment to be used under this contract. The Contractor will be required to prepare a health and safety plans that includes a safety hazard analysis and an emergency response plan. The work to be performed and the data gathered will provide the basis for the Government design effort in support of feasibility and/or pre-construction engineering and design (PED) effort for various projects within the San Francisco District, and/or South Pacific Division region, California. These projects will be mostly related to flood control features, shoreline protection, navigation, and environmental enhancement. Geotechnical data will be geodetically referenced and presented in either MicroStation CADD or ESRI ArcGIS SDSFIE compliant formats. The Contractor will be required to establish an Independent Quality Control Review process and plan for the review of all required contract submittals. Responding firms must be licensed and bonded in the State of California for the performance of Geotechnical Engineering, and have access by subcontract or ownership, to a soils testing laboratory capable of performing a full spectrum of geotechnical testing. All testing of soil samples will be performed by a laboratory that has been validated by the Corps of Engineers, Materials Testing Center (MTC), for the required test methods. Validation can be obtained from the MTC, by completing the procedures described at http://www.wes.army.mil/SL/MTC/Steps.pdf. The cost for the validation by the MTC shall be the responsibility of the A-E. Evaluation Criteria Interested firms must submit their SF 330 documents to be considered for this contract. Firms submitting their SF330 will be evaluated on their experience, capabilities and qualifications to perform the required services. The evaluation criteria are listed below in descending order of importance. Criteria 1 thru 5 are primary. Geographic Location of the firm will only be used as a tie-breaker among technically equal firms. 1. Professional Qualifications : The evaluation will consider education, registration, overall relevant geotechnical engineering design experience with relevant projects, and longevity with the firm. 2. Specialized Experience : The evaluation will consider specialized experience in performing: •(a) Geotechnical design as described above. •(b) Subsurface investigation as described above. •(c) Inspection services as described above. 3. Capacity to Accomplish the Work in the Required Time : Capacity to perform approximately $800,000 in work of the required type in a one-year period. The evaluation will consider the availability of an adequate number of personnel in key disciplines and equipment availability. 4. Past Performance : Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from PPIRS and other sources. Letters of recommendation, endorsements, and other relevant information submitted by the A-E will be considered. 5. Knowledge of the Locality : The evaluation will consider the firm's knowledge of subsurface conditions and study methodology primarily for the San Francisco Bay Area and secondarily for the San Francisco District's geographic boundary, which extends from the Oregon border south to San Luis Obispo and east to the Sacramento/San Joaquin valleys. Geographic Location of the firm: The most advantageous location would be nearest to the San Francisco Bay. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work that it intends to subcontract. The plan is not required with this submittal.
