Description
The Naval Air Systems Command (NAVAIR), Head Quarters, has awarded a firm fixed-price (FFP) contract, N00019-11-C-0028 to Kairos Autonomi, Inc, Sandy, UT for the PMA-208 Moving Land Target (MLT) Program. This contract includes a commercially available vehicle and the essential Command and Control (C&C) navigation and ground systems to enable the system to perform autonomously. This contract includes: new or used vehicles; the necessary C&C equipment and parts for converting those vehicles into remotely started and autonomously controlled targets; ground stations for monitoring operation of the MLT; technical and logistics support; the engineering and integration and acceptance testing incidental to adapting C&C kits to vehicles; and software changes for corrections or improvements to the C&C and ground station system. This acquisition was pursued on a competitive basis, 100% Small Business Set Aside. See numbered note 22. The Point of Contact (POC) for this notice Kate Scott, Contract Specialist, 732-606-7334, email address: Kathryn.Scott1@navy.mil The Navy Moving Land Target (MLT) system is designed to provide Naval forces with a fast, highly maneuverable training vehicle that is typically encountered in today's asymmetric combat operations on Navy Tactical Training Ranges (NTTR) and Test and Evaluation ranges, if required. This system employs a modular open architecture and is Joint Architecture for Unmanned Systems (JAUS) communication protocol compliant. The production contract has a Base Year and four (4) Option Years. The contract allows the procurement of large and small scale, two (2) or four (4) wheel drive target vehicles (not titled or licensed), on-board vehicle command control systems, ground control stations, ground relay stations, installation kits, other optional hardware, and contract associated contractor support including repair support as part of contractor logistics support. The contractual requirement of the target vehicle includes a tow package that will allow the vehicle to tow trailers or sleds, if required. The contractual hardware is firm fixed price while the contractor support is cost plus fixed fee. This contract also allows for future system enhancements. The Kairos Autonomi MLT command and control system is referred to as the Pronto4 System. The Pronto4 system allows for tele-operation or semi-autonomous operation of moving land targets.
