- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. REPLACE SECURITY GATE #18 VIC BUILDING 7016 Project No. AFA003961P IDENTIFICATION OF THE PROCUREMENT TEAM: Procuring Contracting Officer: Leeann Burke 254-287-3208 The Contracting Officer has sole authority to obligate the Government. Administrative Contracting Officer (ACO): Jennifer Parker 254-287-3054. Authority for all activity after contract award transfers to the ACO, who will manage all post-award functions to include handling of contract deliverables, reviewing and processing of all requests for requests for equitable adjustment, progress payments, contract close out functions, and problem resolution. All deliverables required under the contract are to be delivered to the ACO for processing. Government POC: Allen Elliott 254-287-1112. The government POC developed this requirement and will serve as the technical liaison between the Government and the contractor in clarifying and accepting work. This POC does NOT have authority to change any substantive portion of the awarded contract, and cannot approve changes in price, time or performance. PROJECT OBJECTIVE: Install electric security gate at gate #18, HAAF in the vicinity of building 7016. Division 1 - General Requirements: 1.The Contractor shall be responsible for obtaining all required licenses and permits to perform construction work on a Federal installation and be insured in accordance with FAR requirements. All work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations. 2.The Contractor shall be responsible and bound by all OSHA regulations, and the US Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). Where the standards conflict, the Contractor shall perform to the higher standard. 3.The Contractor shall apply for and obtain dig and hot work permits for this project prior to any type of soil penetration or use of open flames and or grinding. All utility outages shall be scheduled through the PM. 4.The Contractor shall perform construction during normal working hours, 7:30 a.m. to 4:30 p.m., Central Time, except for Federal Holidays. If weekend work is required, approval must be obtained through the PM. 5.The Contractor shall be responsible for any damage to facilities or surrounding areas due to the construction process. In the event that damage occurs, the Contractor will notify the PM immediately. 6.The Contractor shall perform daily clean up without exception. During construction, there shall be no use of any tobacco products within 50 feet of the construction site, regardless of whether the work is inside a facility, or the surrounding site. Any areas disturbed by construction shall be returned to the original condition prior to the final inspection date. 7.The contractor shall make a maximum effort to minimize disruption to the normal operations in the surrounding buildings, parking areas, and building access. 8.The contractor shall complete a hazardous Material Inventory Log at the beginning and end of the contract. The completed logs will be submitted to the PM and then forwarded to the Environmental division. 9.No Contracting Officer's Representative (COR) will be assigned for this project. The Government's POC (identified above) will perform random daily inspections of work in progress, provide clarification of the work requirements stated in the contract, and will perform final inspection and acceptance on behalf of the Government. 10.No progress schedule, progress reports, or daily activity reports, are required for this project. No progress payments will be made. The contractor is authorized to bill for work completed at the conclusion of the entire contract and only after final inspection and acceptance by the Government's POC. 11.The contractor is not required to provide a project sign at the jobsite or participate in a pre-construction meeting. 12.The contractor is not required to provide a full time Project Manager, full time Superintendent, or Quality Control Manager, quality control plan or environmental plans for this project, so long as proper superintendence and quality control are maintained to ensure the work performed under this contract complies with stated contract requirements and specifications. Should it become obvious to the Government that the contractor is not providing adequate superintendence and/or quality control, or the Contractor fails to show adequate progress to avoid late performance, the Government reserves the right to require the contractor to implement enhanced contract oversight at no additional cost. 13.The contractor shall begin performance no later than the date set for the beginning of the period of performance cited in the contract. Any unavoidable delays will be reported in writing to the Government's POC and the ACO immediately. 14.The Contractor shall comply with Department of Labor law under the Davis Bacon Act by paying non-exempt labor the minimum prevailing wage identified in the enclosed General Decision. The Contractor shall submit weekly certified payroll records for each employee covered by the Act and all subcontractor employees that perform work under the contract. Division 2 Site Work: 1. The contractor shall coordinate with the facility manager AL Koch 254-288-3811. 2.Contractor shall demolish the existing electric security gate, hardware and motor. 3.Contractor shall Install a new electrically operated sliding gate. The same type as gate #24. 4.Contractor shall install gate roller guides according to manufacture recommended installation standards. 5.Contractor shall ensure level closure of the gate. 6.Contractor shall provide four remote controls to be used in vehicles to operate the gate. Division 26 Electrical work: 7.Contractor shall connect the new security gate to the existing key pad gate control and closure system.
