- The USDA- Natural Resources Conservation Service in Tennessee announces a Request for Qualifications (RFQ) for qualified Land Surveying firms interested in contracting to perform surveying services for the acquisition of easements on behalf of the United States of America, acting by and through the Natural Resources Conservation Service (NRCS), United States Department of Agriculture. Firms interested in Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to provide Boundary Survey Services for the acquisition of easements shall submit an SF-330 (Parts I & II), Architect and Engineer Qualification Statements. This procurement is a 100% small business set-aside. The NAICS Code for these services is 541370 - Surveying and Mapping (except Geophysical) Services, with a size standard of $4.5 million. This acquisition is being conducted in accordance with FAR Subpart 36.6, Architect Engineering Services. The government contemplates the award of multiple IDIQ contracts to be awarded for one base year, and up to four one-year renewal option years. Work will be ordered through the issuance of individual task orders on an as-needed basis that will be specific in terms of location, acreage and time deadline. Task orders will be awarded as firm-fixed price procurements as sites requiring surveys are identified. Work under each Task Order will be subject to satisfactory price negotiations. The total number of task orders awarded will fluctuate based on need and availability of funds. The cumulative total of all task orders issued under this contract cannot exceed $2,000,000 for the total 5 year period. The minimum guarantee for the 5 year period is $5,000 during the life of the contract. PROJECT DESCRIPTION The Wetlands Reserve Program (WRP), Emergency Watershed Protection Program-Floodplain Easements (EWPP-FPE), and the Grasslands Reserve Program (GRP) authorizes the acquisition of easement rights from willing landowners for the purpose of restoring and protecting wetlands, floodplains, and grasslands. The NRCS is the lead agency within the USDA charged with administering these programs. The Contractor shall be licensed and registered in the State of Tennessee. The Contractor shall provide legal boundary surveys of the WRP/EWPP-FPE, and GRP easements. Survey work shall consist of performing all surveys, measurements, computations, drawings, and descriptions as required in the attached specifications. Specifications may be revised during the performance of the contract to include revised survey specifications. All projects shall be completed within 45 calendar days after issuance of a task order unless other project specific timeframes have been negotiated. SELECTION CRITERIA Interested firms should submit a qualification statement on the firm's letterhead that addresses the rating criteria listed below. The rating criteria as shown in descending order of importance with items 1-3 being equal and items 4-5 also equal. (1) Specialized experience and technical competence in the type of work required. Evaluation will be based on knowledge of local survey standards and practices, records research, and the approach used on previous surveys to solve problems resulting from conflicting title or physical evidence. Include with this item a sample survey report describing how the boundary was resolved. (2) Capacity to accomplish the work. Evaluation will be based upon the number of personnel available, the quantity of existing work under contract, the schedules for completion of the existing work, the capacity to provide personnel for multiple contracts and a brief summary of the number and types of surveys done in a typical year. (3) Professional qualifications necessary for satisfactory performance of required services. The Surveyor must be a licensed registered land surveyor in the State of Tennessee. Evaluation will include the level of formal education, continuing education, the number of years licensed, and involvement in professional activities/organizations. Proof of errors and omissions coverage of at least $500,000 must be provided with the qualification statements. (4) Past performance on contracts with other government agencies and private industry. Evaluation will be based upon the firm's past experience with other government agencies and the private sector in performing the requirements described; cost control, quality, and timeliness of performance under previous contracts. Provide 5 references listing names, addresses and telephone numbers. (5) Location in the general geographic area and knowledge of the locality of the project area. Evaluation will be based upon the firm's proximity to the State of Tennessee and knowledge of the locality of the project area. For firms outside of the general project area, submit a plan to provide service in a cost effective manner. Firms must clearly indicate the office location where the work will be performed. SUBMITTAL REQUIREMENTS Firms, which meet the requirements described in this announcement, are invited to submit the following not later than 4:30 PM CST on May 5, 2011, to the attention of Nancy Harris, Contracting Officer at the contracting office address listed in this notice: 1) Three copies of a Standard Form 330, Architect-Engineer Qualifications, Part I & II, as well as any information that will assist with their evaluation on selection criteria 2) Qualification statements addressing the evaluation criteria, 3) Proof of Errors and Omissions coverage of at least $500,000, and 4) Documentation indicating the counties to be considered to perform work Fax submittals will not be accepted. Please limit narrative responses to one page per evaluation factor. Only those firms responding by the time listed above will be considered for selection. After an initial evaluation, the most highly rated firms will be selected. Selected firms will then be sent a solicitation to provide their proposals. Interviews for the purpose of discussing prospective firm's qualifications will be conducted either in person or by teleconference. This solicitation is a TOTAL SMALL BUSINESS SET-ASIDE. The Small Business size is based on NAICS code 541370, which is $4.5 million average annual receipts. All firms must be registered in the Central Contractor Registration (CCR) at www.ccr.gov, and the Online Representations and Certifications Application, https://orca.bpn.gov/, to be considered for an award of a federal contract.
