- This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is being used to gather market research to make decisions regarding the development of acquisition strategies. The MICC Center - Fort Dix, New Jersey, in support of the United States Army Reserve, seeks to secure lodging rooms, meeting space, and other services associated with the hosting of a USAR Yellow Ribbons/ Strong Bonds Events; Commander's or Senior Leadership Conferences; and/or Training, Scheduling or Planning Workshops in accordance with the attached Draft Performance Work Statement (PWS). Each Conference/Event usually consists of at least a two-night stay along with any combination of the following requirements: lodging rooms, meeting space, audio visual support, internet access, break-out rooms, child care and meals. These events/conferences normally take place over a weekend, but can be longer in duration. The Yellow Ribbon Program (YRP) is an effort to help Army Reserve Service members and their families connect with local resources before, during, and after deployments, especially during the reintegration phase that occurs months after Service members return home from theater. Strong Bonds is a unit-based, chaplain led program that helps Soldiers and their families build strong relationships through an offsite retreat that is designed to maximize relationship training impact by providing an emotionally safe and secure training environment in which to address the effect of military lifestyle stressors. Commander's Conferences and Senior Leadership Conferences are annual events for the Commanders and senior leaders of particular Organization or Unit to review yearly training requirements and mission support. The objective is to award multiple, commercial, Indefinite Delivery - Indefinite Quantity (IDIQ) type contracts at the locations listed below to perform the services as outlined in the attached Draft PWS. The Government intends to compete each individual event/conference requirement on a best value basis. Part 5 of the Draft PWS describes the types of services being contemplated to be delivered on an individual Task Order Firm Fixed Price (FFP) basis. This requirement is not considered Event Planning. The Government anticipates the following locations for these IDIQ contracts: Atlanta, GA, Los Angeles, CA, San Antonio, TX, Orlando, FL, Dallas, TX, Salt Lake City, UT, Chicago, IL, Philadelphia, PA, and Phoenix, AZ. NAICS Code 721110 applies to this Request for Information. Please note that the size standard for this NAICS Code has increased to $30M. Requested Information should include, but not be limited to the following: 1.Interested vendors shall submit a statement of no more than 15 pages describing their knowledge and capabilities to perform the services outlined in the Draft PWS, along with any information that the Government might consider in the development of the appropriate course of action. 2.Identify required lead times to respond to individual requirements (the Government anticipates awarding Task Orders 60 days prior to event) 3.Conference/Meeting room capacities 4.Peak times impacting ability to meet government requirements (i.e., area events/festivals, school events, graduations, etc.) 5.Central Contractor Registration (CCR) status (https://www.bpn.gov/ccr/default.aspx) 6.Updated Online Representations and Certifications Application (ORCA) information (https://orca.bpn.gov/login.aspx) 7.Comments or questions on the Draft PWS 8.Recent and relevant experience with these types of events Responses: Responses should include the (1) business name and address; (2) name of company representative and their business title (3) email address, (4) phone number. The responses should be in a white paper format, no longer than fifteen (15) pages in length. Address the capabilities identified under Requested Information. Firms who wish to respond to this should send responses via email NLT 15 April 2011 at 5:00 PM Eastern Daylight Time (EDT). The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. RFI submissions will be accepted as email attachments only interested vendors should forward their capabilities and other information to be considered to: christopher.andrew.heim@us.army.mil. and/or ken.macfarlane@us.army.mil. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. Although all comments received will be carefully reviewed and considered for inclusion in any possible later action, the initiators of this request make no commitment to include any particular recommendations. Respondents will not be notified of the results of the review. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the FedBizOpps (https://www.fbo.gov/). It is the responsibility of potential offerors/bidders to monitor these sites for the release of any solicitation or synopsis.
