Description
Synopsis AFGHANISTAN ENGINEER DISTRICT SOUTH (AES) Firm Fixed Price Contract for Design and Construction for the Expansion of the ANA 215th Brigade Garrison compound in Delaram, Nimruz, Afghanistan. The project consists of the design and construction for the expansion of an ANA Garrison for the 2nd Brigade 215th Corps in Delarum, Nimruz Province Afghanistan. The Garrison will be composed of additional GSU facilities, CS Kandak, CSS Kandak, three infantry Kandaks, transient Kandak, MP Company and common facilities for the Brigade. Project will include all living and support facilities associated to appurtenances as applicable expansion of existing utilities infrastructure will be needed. This includes, but is not limited to, expansion of the Waste Water Collection and Treatment System, Potable Water Supply and Distribution System, Prime Power Generation and Distribution System, and Communication System. The intent is to provide permanent basing standards using K-Span construction methods and standardized designs to complete the project within a 550 day period of performance (POP). Phased construction is required by no later than date (NLT) to expand the current facility to accommodate 4,300 personnel within 365 days. Partial occupancy will require the following facilities: Barracks, DFAC, latrines, full utilities, and force protection. The intent is to provide permanent basing standards using the most cost efficient and expeditious construction methods. Disclaimer: The term K-Span refers to a proprietary arch span type structural system. Whenever the term K-Span is used, it refers to K-Span type system or equivalent. This project is part of an initiative to maximize the use of K-Span construction methods. Consequently, this project may include the use of Government Furnished Materials (GFM) to expedite the K-Span construction. An effort is currently in progress to pre-stage GFM in anticipation of this and other similar projects throughout Afghanistan. To that end, the bidders will be required to submit two bids for this solicitation; one bid for using K-Span construction using GFM, and one bid for using a combination of K-Span and Concrete Masonry Unit (CMU) construction using Contractor furnished material. The Government will chose which method to apply at the time of contract award. There are some mandatory K-Span buildings required for this project whether the government chooses to use Government furnished steel or Contractor furnished steel. Standard designs will be provided for all the K-span buildings required in this IFB. For several of the facilities associated with this project, the contractor will be afforded the opportunity to choose between K-span/rolled steel and CMU construction. Disclaimer: The term K-Span refers to a proprietary arch span type structural system. Whenever the term K-Span is used, it refers to a K-Span type system or its equivalent. The Contractor may be required to coordinate the efforts required under this contract with at least one other contractor at the site. The coordination effort may be significant and may include such tasks as the exchange of information with other contractors such as design data, drawings, calculations, and technical information. Additionally, it may be necessary for the contractor to conduct meetings, hold teleconferences, and prepare the submittal of additional information to the Contracting Officer (KO) that demonstrates the coordination and integration of new work with existing and future work of other contractors. All coordination shall be in agreement with the KO and approved prior to the commencement of any work. This is an Invitation for Bid (IFB) solicitation. Award of a contract will be made to the low bidder that is determined responsible and eligible for award. Bidders shall furnish with their bid a bid guarantee in the form of a firm commitment, e.g. bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The awardee will be required to submit performance and payment bonds (or other acceptable security as discussed above for the bid guarantee). The applicable NAICS code is 236220 ($33.5M small business size standard). The solicitation will be unrestricted/full and open. The resulting contract shall be for 365 days. The magnitude of this project is between $25M and $100M. The Invitation for Bid closing date will be contained in the solicitation and any solicitation amendments that may be issued. A site visit will be offered approximately 2 weeks after the solicitation is made available to bidders. See solicitation for details about the site visit.
