Description
Solicitation Mod 06 -- This solicitation notice is modified to provide answers to vendor questions 2 - 7. The answer to Question 1, regarding Section M multiple award wording, was provided in the previous solicitation Mod 05. QUESTIONS 2 - In Section L.6 (page 13), the proposal page limitations table indicates that Part 2 is limited to "two pages per referenced company plus 5 pages for miscellaneous past performance documentation (if required)." Does this mean "two pages per referenced contract plus 5 pages for miscellaneous past performance documentation (if needed)?" ANSWER 2 - You can use 2 pages for each reference plus the 5 extra pages, if needed, to use at your discretion. QUESTIONS 3 - Section L.6 (page 13) provides formatting instructions of Font size no smaller than 11 point Arial or 12 point Times New Roman. Would the Government consider adding additional instruction that 10 point may be used in tables and 8 point in graphics? ANSWER 3 - Smaller font size of 10 and 8 points may be used for embedded tables and graphics, respectively; however, if it is too small to be easily read the Government may require that the offeror submit a proposal clarification. Reducing entire portions of the proposal to tables and graphic for the purpose of submitting more content is unacceptable. QUESTIONS 4 - In the Solicitation, the deadline for questions is identified as "seven days prior to the proposal due date." Is this calendar days or business days? Should I assume that questions are due no later than April 21, 2011? ANSWER 4 - It should be business days. The Government will do its best to provide an answer to questions received closer to the proposal due date but this can make it difficult to provide answers before offerors start submitting proposals. Therefore, the Government reserves the right to only answer questions that are judged to have a material impact on the solicitation and award process if received after the seven business day deadline. It is requested that you do your best to ask questions in sufficient time for the Government to reply before proposals are due. QUESTIONS 5 - Is the Government going to provide a mechanism to submit classified addendums and/or past performance for SESS II? The work to be done is classified, and most pertinent and relevant past performance is also classified at the TS/SCI level. We feel we cannot adequately provide our technical discriminators at the unclassified level. ANSWER 5 - The Government will consider classified addenda to the technical and past performance portions of the proposal. These addenda should augment, and not replace, the unclassified information presented in the proposal. The Government requests that the addendum be limited to 5 pages total. The classified addendum must be received by the Government no later than the due date and time for receipt of proposals. The classified addendum MUST be submitted separately to the address stated in Clause F.3, with the solicitation number 5TP57100280 entered in place of the Contract Nr/Task Number. This information is repeated below, for reference. All classified deliverables shall be forwarded to CR and/or ACR (or their appointed representative) using the following procedures. ANSWER 6 - PWS - Paragraph 7 - Location of Work, for clarification, Contractor provided work locations do not necessarily have to be in the vicinity of Wright Patterson AFB, OH. Contractor on-site employees are required to work at Wright Patterson AFB, OH. QUESTIONS 7 - Can you provide the name of the incumbent contractor, contract # and total value of the current contract? ANSWER 7 - The incumbent contractor is AT&T. The contract number is FA8633-05-D-2013. The approximate value of task orders placed under the current contract during the past five years is $30 million. NASIC performs technical signal intelligence (SIGINT) activities to support operational war fighters, defense acquisition efforts and national policy and decision makers. SIGINT analysis is conducted by NASIC analysts to determine the performance characteristics of systems of interest. The results of this analysis are incorporated into all-source threat assessments, used to construct engineering models and provided directly to intelligence end-users. The vendor selected to fulfill this requirement will support this NASIC mission objective. The Government contemplates awarding multiple five- year Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, with all work being placed through either fixed priced or time and material task orders. The following information is provided in compliance with FAR 5.207. (1) National Stock Number (NSN) if assigned: Not Applicable (2a) Specification: Signal Intelligence (SIGINT) Engineering Support Services (SESS II). The National Air and Space Intelligence Center (NASIC) requires external assistance to support Signals Intelligence (SIGINT) processing, exploitation, data management, analysis, dissemination and reporting. NASIC's needs under this effort are focused on technical SIGINT (Tech SIGINT). NASIC needs to procure, integrate, upgrade and maintain hardware and software necessary to effectively exploit Tech SIGINT data. This includes maintaining and upgrading the systems' associated processing capability, maximizing architectural commonality, minimizing technical risks, ensuring security compliance and decreasing life cycle costs. In addition, NASIC needs assistance developing and implementing new SIGINT processing and analysis systems, methods, and associated training. Technical and engineering support related to the processing and analysis of Tech SIGINT data must be provided. Finally, assistance for SIGINT analysis and the integration of SIGINT information into multi-source and all-source intelligence products is required. This work shall primarily provide technical, engineering, and analysis support associated with the exploitation of air and space Technical SIGINT (Tech SIGINT) data by the Signals Analysis Squadron with an emphasis on Technical Electronic Intelligence (Tech ELINT), Foreign Instrumentation Signals (FISINT), and C3 Data Links. Experience in Measurement and Signatures Intelligence (MASINT), Imagery Intelligence (IMINT), Communications Intelligence (COMINT), or operational ELINT (Op ELINT) does not substitute for experience in Tech SIGINT. (2b) Special Eligibility Qualifications: Employees must have current security clearances as will be defined in the forth coming Performance Work Statement.
